Regular meeting of the Monson Board of Health was called to order at 5:35 p.m.
Members present were Beau Schneider, Carrie Payne and Vicki Alfano and Lorri McCool.
Motion to accept the minutes from June 11, 2014 was made by Beau Schneider and seconded by Vicki Alfano. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
Lorri McCool advised the Board that only pages 4 & 5 of the MOA for the Hampden County grant pertaining to the shared nurse pertains to Monson. Board members reviewed the pertinent pages. Beau Schneider asked, who comprises the “oversight” and the “commission” respectfully? Lorri McCool explained, that one member of each community participates on the oversight committee and for the “commission”, two meetings are held a year and she would be more than happy to attend. A member of the local Board would also be welcome to attend and participate. Beau Schneider also mentioned, the Board would like to invite the nurse to a Board meeting to get acquainted and see what services she /he might be able to provide Monson. Beau Schneider also voiced a concern on how much local record keeping would be involved with the grant? Lorri
McCool stated that this would be more or less done from the “oversight” and “commission” end. Vicki Alfano quoted from the MOA that the agreement can be amended or dissolved with a majority vote of the Board at any time. MOA was voted unanimously and to be faxed to Josh Garcia.
Lorri McCool updated the Board on the status of the condemned house on High St. It has been cleaned out and secured as of last week and the property has been liened for approximately $1600.00.
Lorri McCool advised the Board that there is an ongoing landlord/tenant case involving 35 Bumstead Rd. The case on Whitney Ave. has been completed and a letter has gone out to the tenant stating Lorri is satisfied with the repairs. An ongoing landlord/tenant case on Main St. involving the Roy Miller property is still open and Mr. Miller has been advising Lorri of dates and when work is being done and corrected.
Two complaints have been received in the office about the dumpsters/barrel behind the Chinese restaurant. Excessive smell and full. Lorri McCool did an inspection on Friday, June 20th and found the dumpster to be empty and no apparent smell. After the second complaint by the same homeowner, she will conduct another inspection on Thursday, June 26th and advise.
Beau Schneider inquired to Lorri McCool, if there had been changes to the Title V regulations in Jan. of 2014. Lorri advised the Board that there were a few minor changes that she was aware of regarding tight tanks and regulations with the DEP.
Vicki Alfano provided the Board with copies of a comparison chart of permit/licensing fees that she had compiled of surrounding towns and ones of comparitable size. The Board went item by item proposing the rate changes for 2015. All changes were voted unanimously and the new chart with a cover letter of recommendations will be submitted to the selectman after the July 16th meeting.
The Republic Services contract with the explanation of the Extension of Term has been signed and all copies to be provided to appropriate parties including, Town Administrator, Selectmen, Deb Mahar and Bruce Stanas at Republic Services.
Bill schedules, abatements and licenses signed. Vice Chair, Beau Schneider will temporarily sign under BOH Chairman until the Board is re-structured.

Reviewed correspondence and mail. There was no new correspondence at this time. Lorri McCool still has # 6 from the Jan. 8th meeting.
Next meeting is scheduled for Wed. July 16, at 5:30 pm.
Beau Schneider made motion to adjourn at 8:03 pm, seconded by Carrie Payne. All in favor.
