Regular meeting of the Monson Board of Health was called to order at 5:50 p.m.
Members present were Beau Schneider, Carrie Payne and Vicki Alfano.
Motion to accept the minutes from May 29, 2014 was made by Beau Schneider and seconded by Carrie Payne. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
The Board has not received any new interest in potential Board members to date.
Beau Schneider mentioned, he has a potential new Board member in mind, but the individual was unable to attend this meeting, but will possibly attend the June 25th, 2014 meeting. Carrie Payne will be leaving the Board by the first meeting in August. The Board suggested that this might be a good time to run an ad again in the Journal Register and on M-Pact. It will also be posted again on the Town website under News and Announcements. Vicki Alfano said, she had originally seen our ad in the Springfield paper.
Claire Forgues advised the Board that Evan Brassard, Town Administrator is holding a building meeting for staff in administrative offices on Wed. June 18th from 12-1pm. Claire will attend.
The Board was advised that Paul Tacy, the building inspector is retiring. His last day will be June 26, 2014.
Claire Forgues informed the Board that at this time, it might be advisable to update the BOH page on the Town website. Links can be added or changed. Beau Schneider noted that the few updates to the floor drain regulations could be added at this time. Beau will check with Kevin Bierman, plumbing inspector, for further protocol.
Temporary food permits for Summerfest ( July 4th) and the fireworks ( June 28th) have started to come in. Beau Schneider asked, if a master list was produced for Lorri McCool to aid in making her inspections easier at the event? Claire to check to see, if that might be something Lorri would find helpful. Also, Beau Schneider made motion, seconded by Carrie Payne and voted unanimously, to have the temporary permits carry the terminology “ MUST BE POSTED IN PLAIN SITE” typed on the bottom of the permits.
Vicki Alfano has been working on a comparison of permit and licensing fees from surrounding areas. Further discussion tabled for the next meeting. Lorri McCool to be included in this discussion.
Carrie Payne suggested that after a review of the minutes at the next meeting, the Board should work on the fee structure and also re-organization of the Board. She will bring her laptop to work on a spread sheet and also the criteria for potential new Board members.
The Republic Services contract tabled for the next meeting. After re-reading content of contract, the BOH need not act on the renewal term of the contract, unless it was their intention to terminate. Claire Forgues will check with Deb Mahar, financial director, to see whatif any paperwork needs to be submitted to the Selectmen.. The current contract automatically will re-new for a two year period commencing on June 30th, 2015. Beau made motion to accept as read, seconded by Vicki Alfano, all in favor.
Beau Schneider commented, he was approached by an installer who said, there were changes made on Jan. 3rd of 2014 with State Title V regulations and the installer wanted to know, if they applied to Monson. Beau googled the regulation changes and advised the individual that he would check with our Title V inspector, Lorri McCool and get back to him. Beau said, he had no definitive question/s from the individual to focus on.
Bill schedules, abatements and licenses signed. Vice Chair, Beau Schneider will temporarily sign under BOH Chairman until the Board is re-structured.
Board of health responsibilities:
- Beavers – Carrie Payne –Copies of the two beaver permits requested by the highway dept. were reviewed along with the pictures. No other problems.
- Bulky Day –nothing new to report. Next event Oct.
- Communicable Diseases- Beau Schneider- Beau Schneider and Vicki Alfano both current on e-mails regarding measles. Will continue to monitor along with EEE.
- Emergency Preparedness –Carrie Payne- nothing new to report.
- Finances- Beau Schneider- Petty cash to be returned to the accounting dept. by June 25th. Will be re-issued after July 1st 2014 which starts the new fiscal year 2015.
- Floor Drains- Beau Schneider- 2014 paperwork has been mailed to establishments that have drains. See above comments.
- Food Safety-Beau Schneider-Lorri McCool has completed inspections of the schools. Beau Schneider asked, if all the restaurants had been done at this time. To check with Lorri McCool.
- Hazardous Waste Day-Beau Schneider-Possibly next event sometime in 2015.
- Health Fair- Carrie Payne- Possible Health fair to be held this Fall.
- Medical Reserve Corp. Beau Schneider- Nothing new to report.
- Outdoor Wood Burning Units-Beau Schneider- Nothing new to report.
- Press Relations-Carrie Payne- see above for advertising for new Board members.
- Recycling- nothing new to report
- Tobacco-Beau Schneider-. All tobacco permits for renewal have been mailed. Federal government involved with regulations of e-cigs. Beau Schneider said, smoking is prohibited on hospital grounds.
- Trash- nothing new to report.
- Wells- Lorri McCool & Beau Schneider- Well permit for tree House Brewery has been approved.
Reviewed correspondence and mail. The Board reviewed correspondence and mail. Lorri McCool still has # 6 from the Jan. 8th meeting. #2 in correspondence needs to be copied and forwarded to HR. Survey to be taken by that dept.
Next meeting is scheduled for Wed. June 25, at 5:30 pm.
