May 29, 2014
Regular meeting of the Monson Board of Health was called to order at 6:00 p.m.
Members present were Beau Schneider, Carrie Payne and Vicki Alfano. Guest: Bruce Stanas, Republic Services.
Bruce Stanas presented the re-imbursement check of $1525.00 for Bulky Day expenses, as Republic Services sponsored the Spring event. The Board also thanked him for the 2 new benches for the new Town office building and the scholarship check.
Questions from the Board were also fielded about a “single stream”  trash system in the future for the Town and what the expenses might be. Bruce Stanas to do a work-up of figures to be discussed at a later date and kept on file.

Motion to accept the minutes from May 14, 2014 was made by Beau Schneider and seconded by Carrie Payne. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled.

The Board has not received any new interest in potential Board members to date.

A letter from the Town Atty. has gone to the Monson resident with condemned property and a lien against property for clean-up and boarding has been registered at the Registry of deeds. Future actions in progress.

The highway dept. has submitted two (2) beaver permits. After Board discussion, it was decided that Lorri McCool would inspect both addresses and take pictures. Carrie Payne said, she would feel more comfortable, if both sites were checked, see if abutter’s signatures were necessary and make sure there would be no breaching of a dam. Acting chair, Beau Schneider and Vicki Alfano were in agreement with Carrie. If all these conditions are met, permits can be approved and given to John Morrell.

Bill schedules, abatements and licenses signed.   Vice Chair, Beau Schneider will temporarily sign under BOH Chairman until the Board is re-structured.  




Board of health responsibilities:
  • Beavers – Carrie Payne –Lorri  McCool  to date has not submitted her new cover letter that is being drafted for potential new beaver situations. See above permit requests.
  • Bulky Day –Bruce Stanas presented check for Bulky Day re-imbursement.
  • Communicable Diseases- Beau Schneider- Beau totally up to date with Maven. Beau Schneider is still in the process of researching direct computer input with Dr.’s, medical offices and PCP’s. Not an easy task to all be on the same page. Vicki Alfano and Carrie Payne in agreement. Carrie said, that most programs are tailored for individual systems and offices.
  • Emergency Preparedness –Carrie Payne- June 1st will be the 3rd anniversary of the tornado.
  • Finances- Beau Schneider- checks received for benches, scholarship and Bulky Day re-imbursement. Monies turned over to the treasurer’s office.
  • Floor Drains- Beau Schneider- 2014 paperwork to go out for June 1st. from the office. Beau Schneider showed Vicki Alfano and Carrie Payne the small modifications to verbage in the regulations. Beau talked with Paul Tacy in the building dept. about the possibility on new commercial construction, to have Kevin Bierman, plumbing inspector,  or the building dept. notify the BOH on new drains.
  • Food Safety-Beau Schneider-Lorri McCool inspected the event held last weekend at Quaboag Riders. Also, Lorri McCool received a check from a vendor who did not apply for a permit. Lorri educated all on the proper BOH permitting procedures.               
  • Hazardous Waste Day-Beau Schneider-Possibly next event sometime in 2015.
  • Health Fair- Carrie Payne- Possible Health fair to be held this Fall.
  • Medical Reserve Corp. Beau Schneider- Nothing new to report.
  • Outdoor Wood Burning Units-Beau Schneider- Nothing new to report.
  • Press Relations-Carrie Payne- Nothing new to report.
  • Recycling- See # 6 in correspondence. Been referred to Republic Services, Mike Szczepan.
  • Tobacco-Beau Schneider-Federal government getting involved with the regulation of e-cigs.
  • Trash- Nothing new to report.
  • Wells-Lorri McCool & Beau Schneider- Permit for new well at Tree House Brewery has been submitted for Lorri McCool’s review. Septic plan is through the DEP and certain well stipulations will depend on the septic design.
Reviewed correspondence and mail.  The Board reviewed correspondence and mail. Lorri McCool still has with # 6 from the Jan. 8th meeting. #1 in correspondence was discussed and Carrie Payne questioned, if seasonal rentals would fall under this online rental regulations information. Not definitive. Also, the fatal injuries statistics for 2012 were reviewed with a fatality to a crossing guard.

Next meetings are scheduled for Wed. June 11, 2014 and Wed. June 25, at 5:30 pm.
