March 19, 2014
Regular meeting of the Monson Board of Health was called to order at 5:35 p.m.
Members present were Beau Schneider, Carrie Payne and Vicki Alfano. Lorri McCool also was in attendance.
Motion to accept the minutes from March 5, 2014 was made by Beau Schneider and seconded by Vicki Alfano. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
Vicki Alfano said, that she has not had the opportunity to call National Grid again to inquire about their rebate program.
Lorri McCool gave an update on her involvement with the Monson resident, senior services and the resident’s condemned residence. Water is shut-off at the address by the water dept. after a leak was detected.
Lorri McCool discussed the letter the Board received from Tree House Brewing Co. on East Hill Rd. The brewery located on the Koran property is seeking a variance from the State plumbing board regarding bathroom facilities. In order for the variance to be granted, the brewery needs a letter from the local Board of Health. With Board members having many questions about the brewery that is already in operation without the variance, Beau Schneider, Carrie Payne and Vicki Alfano have questions they would like answered and more information before taking a vote or granting a letter. It was voted unanimously, to request Nathan Lanier to the next BOH meeting scheduled for Wed. April 16, 2014 at 5:30 pm. It was also suggested by Lorri McCool that the Board members do a site visit to the facility before making or considering any recommendation.
Ultimately, safety for residents, employees and the business is of the utmost importance. Lorri McCool will draft a letter to the Tree House Brewery requesting their attendance at the next meeting.
Bill schedules, abatements and licenses signed. Vice Chair, Beau Schneider will temporarily sign under BOH Chairman until the Board is re-structured.
The committee’s re-organization and responsibilities tabled for discussion at the next meeting.
Board of health responsibilities:
- Beavers – Carrie Payne –Lorri McCool to date has not submitted her new cover letter that is being drafted for potential new beaver situations. Carrie Payne advised the Board that burning was observed at the residence that had a beaver problem in the past, but the burn had nothing to do with the dam.
- Bulky Day –per Claire Forgues, the Spring event scheduled for Sat. May 3rd has all been scheduled. Republic Services will be sponsoring the event. Carrie Payne will do the advertising on the TV stations.
- Communicable Diseases- Beau Schneider- Beau finishing and closing out cases on Maven.
- Emergency Preparedness –Carrie Payne- Beau Schneider, Carrie Payne and Vicki Alfano to meet Liz Manley this evening after the meeting to tour the shelter at Quarry Hill.
- Finances- Beau Schneider- per Claire Forgues, the (2) new street benches complete with dedication plaques have been ordered with funds from Republic Services, “Gift to the Town”. They will be installed at the new Town Office Bldg. at 110 Main St. after the completion of the bldg.
- Floor Drains- Beau Schneider- Beau Schneider working on tweaking the verbiage to the floor drain regulations. Tabled for the next meeting.
- Food Safety-Beau Schneider-Nothing new to report.
- Hazardous Waste Day-Beau Schneider-Excess monies from the 2012 hazardous waste day has been returned to town accounts.
- Health Fair- Carrie Payne- Carrie informed the Board that this Fall (possibly Sept.),the Board should give thought to holding a health fair at the senior center. With a change in the Board’s structure and members last year, there wasn’t a fair held.
- Medical Reserve Corp. Beau Schneider- nothing new to report.
- Outdoor Wood Burning Units-Beau Schneider- Nothing new to report.
- Press Relations-Carrie Payne- Carrie to do the advertisement on the TV stations for Bulky Day and Drug Take Back Day when appropriate.
- Recycling- Nothing new to report.
- Tobacco-Beau Schneider- Nothing new to report.
- Trash- See above-Bulky Day.
- Wells-Lorri McCool & Beau Schneider-Nothing new to report.
Beau Schneider, Carrie Payne and Vicki Alfano will continue ongoing discussion about criteria for potential new board members. Beau researching other criteria, requirements and processes other towns might use in obtaining new membership to the Board. This could be used, but not limited to as a guideline and further discussion was tabled until the next meeting.
Claire Forgues advised the Board that the Town web-site has been re-vamped. Beau Schneider said, he had noticed that the e-mail for the BOH was different.
Reviewed correspondence and mail. Lorri McCool still has with # 6 from the Jan. 8th meeting. The Board reviewed and discussed the three animal bite reports. No necessary action to be taken by the Board.
Next meetings are scheduled for Wednesday, April 16, 2014 and April 30th at 5:30pm.
Beau Schneider made motion to adjourn at 7:11 pm and seconded by all.
