Regular meeting of the Monson Board of Health was called to order at 5:35 p.m.
Members present were Beau Schneider and Vicki Alfano, Carrie Payne was not in attendance.
Motion to accept the minutes from February 12, 2014 was made by Beau Schneider and seconded by Vicki Alfano. All in favor. The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
Vicki Alfano said, that she spoke to her contact Herman about the possibility of taking “sharps”. The charge would be $75.00. Claire Forgues advised the Board that Republic Services is getting the Sharps mail- a- way program up and running for the Town effective April 1st, 2014 at no expense to the Town. Flyers have been printed and will be included in all the trash bills being mailed mid- month.
Claire Forgues gave the Board an update on a senior resident that had been hospitalized and her house condemned. Lorri McCool has been working with the resident and also senior services.
Vicki Alfano spoke to National Grid seeking information on the disposal of refrigerators and freezers to see, if they were giving a $100.00 rebate. Customer service said, they would get back to her.
Bill Gallagher, project manager for the new Town office building requested a letter from the BOH pertaining to the floor drain to be installed at 110 Main St. Beau Schneider said that at the next meeting, wording should be changed on the existing floor drain regulations.
Bill schedules, abatements and licenses signed. Vice Chair, Beau Schneider will temporarily sign under BOH Chairman until the Board is re-structured.
The committee’s re-organization and responsibilities tabled for discussion at the next meeting.
Claire Forgues informed the Board about the Gift to the Town from Republic Services. Research has been done and there is a possibility of purchasing (2) iron benches with plaques for the new building at 110 Main St. These would complement the others on Main St. and be placed in the backside of the building. This is in addition to the $750.00 scholarship.
Board of health responsibilities:
- Beavers – Carrie Payne –Lorri McCool to date has not submitted her new cover letter that is being drafted for potential new beaver situations.
- Bulky Day –Claire Forgues working closely with Republic Services on what equipment and services they can provide and make the event all inclusive. ProSHRED all set and after Board discussion, it was voted to cancel ReFoam It through Republic, the Board did not feel this would be equitable.
- Communicable Diseases- Beau Schneider- Flu season passed as of March 18th and not as many cases as last year. Beau also stated that he plans on starting a dialog with Maven on direct contact between Maven and physicians. The doctor’s offices have all the pertinent info and it could be entered directly.
- Emergency Preparedness –Carrie Payne- Beau Schneider said that he will make contact with Liz manley and try and set up a meeting at the shelter.
- Finances- Beau Schneider- nothing new to report.
- Floor Drains- Beau Schneider- Letter signed for Bill Gallagher. Streamline wording to regulations in the future.
- Food Safety-Beau Schneider-Nothing new to report.
- Hazardous Waste Day-Beau Schneider- Nothing new to report.
- Health Fair- Carrie- Not in attendance.
- Medical Reserve Corp. Beau Schneider- Beau to contact Liz Manley to set up a meeting.
- Outdoor Wood Burning Units-Beau Schneider- Nothing new to report.
- Press Relations-Carrie Payne- At the next meeting, Claire Forgues to have Carrie do the publicity for the new Sharps program. Claire has already posted it on the Town’s website under News and Announcements.
- Recycling- Nothing new to report.
- Tobacco-Beau Schneider- Beau said, that the State is starting to get involved in the E-cigs, but to date, he hasn’t done anything further.
- Trash- See above-Bulky Day.
- Wells-Lorri McCool & Beau Schneider-Nothing new to report.
Public hearing on the medical marijuana by-law is scheduled for Mar. 24th at 7:45 at the Town offices. Linda Hull from the building dept. provided the Board with a copy of the proposed by-law. Board members will try and attend. Beau Schneider was reading up on the MAHB website in regards to the article written by Cheryl Sbarra, J.D. Quote, “ DPH does not mandate any involvement by municipalities or local boards of health in the regulation of dispensaries, qualifying patients with hardship cultivation registrations or any other aspect of medical marijuana use. However, nothing in the regulations preempt local oversight and regulation, including fee requirements. The possible fee requirement for the dispensaries is something that should be considered and researched when Monson’s
fees are re-visited.
Beau Schneider and Vicki Alfano had ongoing discussion about criteria for potential new board members. Beau obtained a sample application that the town of Lexington has and what the process should include for membership to the Board. Beau will also explore the MAHB and its resources on new Board members and requirements. This could be used, but not limited to as a guideline.
Reviewed correspondence and mail. Lorri McCool still has with # 6 from the Jan. 8th meeting.
Next meeting scheduled for Wednesday, March 19, 2014 at 5:30pm.
