November 20, 2013
Regular meeting of the Monson Board of Health was called to order at 5:36 p.m.
Members present were Beau Schneider, Vicki Alfano and Carrie Payne.  

Motion to accept the minutes from October 28, 2013 was made by Beau Schneider and seconded by Carrie Payne. All in favor.   
The minutes of March 20, 2013 cannot be accepted at this time and were tabled.

Bill schedules and licenses signed.   Vice Chair, Beau Schneider will temporarily sign under BOH Chairman until the Board is re-structured.  Beau Schneider potentially has an individual interested in joining the BOH. Will do follow-up on new possible member.



Board of health responsibilities:
  • Beavers – Carrie Payne –Reviewed new beaver permit for 126 Bumstead Rd. Carrie to contact Lorri and homeowner to set up premise visit. Possibly conservation will be involved at a later date.
  • Bulky Day –nothing new to report.
  • Communicable Diseases- Beau Schneider- checking MAVEN on a regular basis and doing follow-up on mumps case. Return receipt letters also sent by Beau Schneider.
  • Emergency Preparedness –Carrie Payne----- nothing new to report.
  • Finances- Beau Schneider_-Bills signed for Hazardous Waste Day.
  • Floor Drains- Beau Schneider- EWS still outstanding, at this time. Copy of letter sent to EWS Holding, Nov. 15th  presented for the Board’s review.
  • Food Safety-Beau Schneider-Installation of new water main at 110 Main St.and business closures went very smoothly. Board praised Lorri McCool for all her involvement during the shut-off.
             
  • Hazardous Waste Day-Beau Schneider- Very successful  and came in under budgeted amount.
  • Health Fair- Carrie- nothing new to report.
  • Medical Reserve Corp. Beau – nothing new to report.
  • Outdoor Wood Burning Units-Beau Schneider-nothing new to report.
  • Press Relations-Carrie Payne- nothing new to report.
  • Recycling- nothing new from Call 2 Recycle at the present time. Under advisement.
  • Tobacco-  Beau –nothing new to report.
  • Trash-Claire Forgues advised the Board that a trash abatement for a resident on Wilb. Rd. had been forwarded for a customer contact. Claire contacted and advised trash is an illegal transfer to either his empty residence in Spfld. that he does not pay a trash bill for or else to UPS, his place of  employment. Resident advised, he was more than welcome to make an appointment with the Board, but request for abatement would be denied. Does not meet criteria. Resident could also contract with an outside, licensed hauler in Monson and provide payment documentation for abatement purposes.  Resident decided to pay this bill and decide at a later date. Explained property would be liened, if no payment.
  • Wells-Lorri McCool & Beau Schneider-nothing new to report.
Resident from 119 Butler Rd. stopped into meeting to see if Lorri McCool present. Had questions about “conditional pass” on his property. Referred to Lorri’s cell for questions.

Discussion on permit/license fees tabled. Carrie Payne made suggestion that maybe for the winter months or as work dictates, the Board  have a monthly sub-committee meeting for discussion of re-vamping fees and penalties only.  Beau, Vicki and Carrie to decide on the structure of their sub-committee and research of surrounding towns. Claire also showed the Board a sample letter that is on file with late fee penalties. Not previously approved. Board will also want Lorri McCool’s input.
ICS training. Carrie Payne provided Vicki Alfano with training material.
Reviewed correspondence and mail.  
Beau Schneider attended the MAHB Certification Program  and received his certification. Beau advised the Board members that he would like them to go onto the website www.MAHB.org and read the sections on duties and powers, and also legal authority. Also, the section on the marijuana regulations and guidelines to be researched. At Monson’s town meeting, Craig Switzer proposed a zoning moratorium, as provided for by State law, on MMD’s. That gives the town until June to decide on zoning for Med Marijuana Dispensaries. Possibly all the MAHB handbook is digital.
Beau Schneider requested that an update of the Annual Certification program and ID’s for Board members be put on the agenda for the Dec. 11th meeting.
Next meeting scheduled for Wednesday, Dec. 11, 2013 at 5:30pm.
Beau Schneider made motion to adjourn at 8:10 pm and seconded by Vicki Alfano and Carrie Payne.
