September 25, 2013
Regular meeting of the Monson Board of Health was called to order at 5:27 p.m.
Members present were Beau Schneider, Vicki Alfano and Evelyn Lane. Lorri Mc Cool was also in attendance. Carrie Payne was not present.
Motion to accept the minutes from September 11, 2013 was made by Vicki Alfano and seconded by Beau Schneider . All in favor.
The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
Bill schedules and licenses signed. Vice Chair, Beau Schneider will temporarily sign under BOH Chairman until the Board is re-structured.
Board of health responsibilities:
- Beavers – Carrie Payne –Not present.
- Bulky Day – Bulky Day set for Oct. 5th. News release to TV stations to be done by Carrie Payne. Beau Schneider contacted Adam’s for lunches and water and will do a.m. pick-up at Woodbine for coffee and donuts. Beau to meet Vicki Alfano at the office to pick-up supplies, signage, and bins. Beau Schneider or Vicki Alfano to bring canopy. Claire Forgues to make additional copies of Bulky Day item fees for distribution.
- Communicable Diseases- Beau Schneider- checking MAVEN on a regular basis. Currently following a case and written public health report #1 in correspondence. Beau to do Maven entry and follow-up.
- Emergency Preparedness –Carrie Payne----- Not present.
- Finances- Beau Schneider_- Nothing new to report. Claire Forgues to check with Coalition on our funds and possibly getting signature stamps for the two new members.
- Floor Drains- Beau Schneider-Beau had a discussion with Kevin Bierman, the plumbing inspector, to obtain further info on the floor drains and how to update communications between Boards and inspector. Mr. Bierman, to also provide a state link to Beau Schneider on which the Board can obtain further information. EWS still outstanding with their paperwork. In the future or for new construction that will have oil/gas separators, possibly get input from Kevin Bierman plumbing inspector.
- Food Safety-Beau Schneider-Nothing new to report.
- Hazardous Waste Day-Beau Schneider tabled further discussion for next meeting.
- Health Fair- Carrie- Senior Center having their health fair on Sept. 28th. All printed informational sheets given to Liz Manley.
- Medical Reserve Corp.__Beau – nothing new to report.
- Outdoor Wood Burning Units__Beau—ongoing discussion about BOH policy for inspections an existing units. No inspection on Waid Rd. unit as of today. Lorri to try and get out to address and get picture of the unit tag.
- Press Relations-Carrie Payne- See above: Bulky Day.
- Recycling- Copy of rebate check from Allied Waste/Republic Services for re-cycling included in correspondence item #2. Mike Szcepan from Allied Waste/Republic Services delivered more re-cycle bins to have available for Bulky day and residents. Literature on re-cycling rechargeable batteries and cell phone made available for start-up. Claire Forgues to do follow-up with company.
- Tobacco- Beau –Lorri to check with BP station on non-renewed tobacco license.
- Trash-Nothing new to report.
- Wells-Lorri McCool & Beau Schneider-nothing new to report.
Discussion on permit/license fees tabled for next meeting. Board members given a copy of current fees for Monson and old surrounding area survey done on fee schedules.
Lorri McCool updated the Board on how the Town of Hampden was handling flu vaccine this year. CVS Pharmacy is running the flu clinic which will make them responsible for all the paperwork now mandated with the State. Beau Schneider said, this will be an opportunity for us to learn what we can from our neighboring community. Vicki Alfano provided copies of blank paperwork from the medical office, she is affiliated with in Springfield. Their reporting system is mainly by age and demographics.
Drug Take Back Day scheduled for Sat. Oct. 26th from 10-2pm here at 29 Thompson St. Police officer will be on duty and BOH members to share time slots. Lorri McCool will be present for the start of the event. Further discussion and planning tabled for the next meeting.
Lorri McCool addressed the Board on State Inspector, Mike Feeney’s Town office building inspection done on Friday, September 20th, 2013. He has extensive background on public buildings. Air quality was tested in every room and air quality standards were all ok. Recommendations from Mr. Feeney about the way the existing heating system operates , air circulation, crawl space under the building, dehumidifier use, vents and mold will all be addressed in Mr. Feeney’s written report to the Town. In regards to office plants, Mr. Feeney made note that plants were to be removed and his documentation and recommendations would be in his submitted report to the Town.
Reviewed correspondence and mail. E-mail to the Board (#6) from Gretchen Neggers, Town Administrator was in reference to a discussion Gretchen had with Bruce Stanas at Allied Waste. Bulk items dumped on Monson streets from time to time present a problem. Allied Waste will try and coordinate with DPW (highway dept.) to work a viable solution.
The Monson School dept. has requested more re-cycle bins for the classrooms. Deb Mahar, Financial Director sent and e-mail to Don Smith at the school and advised him to contact Allied Waste direct to obtain more bins for their re-cycling.
Board members given a copy of the Mass. Assoc. of Health Boards Newsletter. Enclosed was information on the upcoming MAHB Certification Programs. Beau Schneider advised that they should all go on the link, see what it entails for the Nov. 16th, 2013 class, so they might all register to take the training to be certified. Further discussion tabled for the next meeting.
E-mail received from MVP Electronic Recycling explaining their services. Beau Schneider suggested the contact be filed in Bulky Day folder for a future reference, if necessary.
Lorri McCool stopped back to the meeting later in the evening to say, she had made a visit to the Monson BP station on Rt. 32 and the owner was unaware his tobacco license needed to be renewed. Owner to come to the BOH office tomorrow to submit paperwork for renewal.
Beau Schneider advised the Board that he will be out of town from Sept. 30th through Oct. 3rd. and Vicki Alfano will be unavailable on Oct. 4th.
Next meeting scheduled for Wednesday, October 9, 2013.
