September 11, 2013
Regular meeting of the Monson Board of Health was called to order at 5:39 p.m.
Members present were Beau Schneider, Carrie Payne, Vicki Alfano and Evelyn Lane.  Lorri Mc Cool , Liz Manley and Gretchen Neggers were also in attendance.

Motion to accept the minutes from August 21, 2013 were made by Beau Schneider and seconded by Carrie Payne . All in favor.   
The minutes of March 20, 2013 cannot be accepted at this time and were tabled.

Beau Schneider and Carrie Payne signed new appointee certificates.

Bill schedules and licenses signed.   Vice Chair, Beau Schneider will temporarily sign under BOH Chairman until the Board is re-structured.  Discussion at next meeting to address Board responsibilities.



Board of health responsibilities:
  • Beavers – Carrie Payne –nothing new to report.
  • Bulky Day – Bulky Day set for Oct. 5th. News release faxed to Journal Register and also MPACT. Carrie Payne to check traffic patterns with police. Carrie to take care of posting Bulky Day on TV stations (channels 22, 40 and 3) and Evelyn Lane and  Beau Schneider to distribute flyers at local merchants. Banner scheduled to be hung. PROSHRED has scheduled Monson for the May Bulky Day event. Question posed about batteries and light bulbs regarding will they be taken at Bulky Day or Hazardous Waste Day. Claire to check with both Allied Waste/Republic Services and Clean Harbors.
  • Communicable Diseases-Mr. Beau Schneider- checking MAVEN on a regular basis. At this time, Beau Schneider will not be processing paperwork for Monson’s doses of flu vaccine. State paperwork mandates have changed and regulations for computer entry have become very strict. The Town will pass at this time. Residents will have to obtain their flu shots from their Dr.’s, or pharmacies that advertise the shots.
  • Emergency Preparedness –Carrie Payne----- nothing new to report- Liz Manley gave Board members handouts of Medical Reserve Go Bag readiness checklists. MRC currently holding monthly meetings on the first Monday of the month for anyone that wants to attend. MRC will also have a table at the health fair, Sept. 28th at the Senior Center with flyers. Lorri McCool advised that the Hampden County Coalition is currently working closely with hospitals and implementing new programs.
  • Finances- Beau_- Board advised of $10,000 cap for Hazardous Waste Day.
  • Floor Drains- Beau Schneider-EWS still outstanding with their paperwork. Beau Schneider in contact with EWS. In the future or for new construction that will have oil/gas separators, possibly get input from Kevin Bierman plumbing inspector. Possibly have plumbing inspector attend at BOH meeting in the future to clarify the drains.
  • Food Safety-Beau Schneider-Lorri McCool to start her school inspections.
             
  • Hazardous Waste Day-Clean Harbors booked for Hazardous Waste Day, Sat. Nov. 2, 2013. More details and discussion tabled until next meeting.
  • Health Fair- Carrie-Senior Center having their health fair on Sept. 28th. No flu shots to be ordered at this time.
  • Medical Reserve Corp.__Beau – nothing new to report. Liz Manley advised the Board that she will be unavailable from October 24th thru Nov. 27th. She will be out of the country.
  • Outdoor Wood Burning Units__Beau—ongoing discussion about BOH policy for inspections an existing units. Lorri McCool to try an schedule inspection on Waid Rd.  Evelyn Lane asked how you can determine , if a unit is existing or new. What are the guidelines that make it comply? Beau Schneider explained that there are State regulations that govern the OWB units and the new units have tags.
  • Press Relations-Carrie Payne- Carrie will send Bulky Day press release to TV stations.
  •  Recycling- Carrie Payne said, that she was asked by a resident, if the Town received  compensation for town total tonnage of re-cycling. Allied waste does submit monthly re-cycling usages.  Evelyn Lane asked, if this was something that could go out to residents for their general info. Advised that Town Collector’s office does the trash billing and inserts are restricted by weight for postage.
  • Tobacco-  Beau –nothing new to report.
  • Trash-new FY 2014-15 trash recycling schedules done and being stuffed into FY 2014 trash bills.
  • Wells-Lorri McCool & Beau Schneider-nothing new to report.
   Beau Schneider commented that with the re-structuring of the BOH and new appointees, this might be the time to give some thought to what could be included and added to the 2013 Town Report. Copy of the 2012 report reviewed by members and Carrie Payne and Beau Schneider to work on report changes.

Carrie Payne opened up discussion on the fee schedule for permits and licenses.  Vicki Alfano also questioned, what was in place for late re-newals. The Board to review current schedule and possibility of revisions, penalties and or late fees. Research of surrounding communities and their fee schedules and procedures to be reviewed.  Further discussion tabled at this time and to be put on the agenda for the next meeting.
Lorri McCool addressed the Board on the current mold situation in the Town office bldg. The BOH office has been re-located in the Assessor’s office. Lorri has been in contact with the State inspector and Mike Feeney will be doing an inspection and make recommendations after his assessment. The BOH office will possibly be sealed and staff not return to that office. Lorri McCool stated that she places her confidence in him and he will answer all the concerns. Gretchen Neggers, Town Administrator asked, if the Board was satisfied and Beau Schneider answered “yes”.

   Reviewed correspondence and mail. In the correspondence, the Board reviewed gas and electric sub-metering. Carrie Payne said, maybe this should be referred to the bldg. dept.  Upon referring to Linda Hull, in the bldg. dept., this is for Lorri McCool and is in reference to landlords and tenants.  The Board reviewed delinquent Real Estate totals from the Collector’s office and also the new recycling schedules. Zoster vaccine notification received from the DPH. At this time, the BOH will not place an order. The Board is in receipt of an e-mail from Kathleen Conley and the impact of a possible casino. Carrie Payne expressed her opinion that she thought this was very one-sided and prejudicial. The e-mail was tabled for no further discussion unless an individual wanted to come to the Board direct.


Next meeting scheduled for Wednesday, September 25th, 2013.
