Regular meeting of the Monson Board of Health was called to order at 5:45 p.m.
Members present were Beau Schneider and Carrie Payne.
In attendance were Vicki Alfano and Evelyn Lane both interested in serving on the Board.
Motion to accept the minutes from July 8, 2013 were made by Beau Schneider and seconded by Carrie Payne . All in favor. No meeting held Aug. 7, 2013 due to lack of quorum.
The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
Beau Schneider explained to both interested candidates, that the process in screening new appointee’s is a work in progress with the Board. Beau advised, he had contacted Richard Smith who had been a former Board member and now selectmen for some additional advisement. As the Board discussed responsibilities, Beau asked candidates to give some thought, as to what areas they might be interested in handling or assisting with. Everyone works together and it can be a learning and research curve. At the present time, Beau handles medical issues with the assistance of Carrie Payne. Beau explained confidentiality. Evelyn Lane said, she is a MRC volunteer under Liz Manley’s direction and helped during the tornado. She also stated , she is a special needs bus driver and has to work closely with parents, peers and superiors. She
has lived in town for over 18 years and instead of just living in town, she wants to be part of the Town. Vicki Alfano is a registered radiologic technologist. She would like to help out the community. Both Vicki Alfano and Evelyn Lane presented the Board with their letters of intent.
Bill schedules and licenses signed. Vice Chair, Beau Schneider will temporarily sign under BOH Chairman until the Board is re-structured.
New FY 2014 trash rate proposal voted and signed by Beau Schneider and Carrie Payne.
Board of health responsibilities:
- Beavers – Carrie Payne –nothing new to report.
- Bulky Day – Bulky Day set for Oct. 5th. News release reviewed and added no hazardous materials. Carrie will stop down at the police station and review with on-duty officer of the day, traffic patterns for a smooth event. Carrie also mentioned the possibility of having PROSHRED there for the residents. Claire to contact company and check, if this would be feasible.
- Communicable Diseases-Mr. Beau Schneider- checking MAVEN on a regular basis. Vicki Alfano asked about EEE in Belchertown. Three horse cases as of date on the far side of BLTN. bordering Amherst. Nothing here in Monson.
- Emergency Preparedness –Carrie Payne----- nothing new to report- Carrie to complete ICS online training. Carrie and Beau both said, they should make contact with the new party in charge of the animal trailer and possibly familiarize themselves with the contents. This would be used in case the shelter had to be opened for emergency purposes and the trailer would house residents pets.
- Finances- Beau_- Board reviewed Gift from the Town monies to fund Hazardous Waste Day.
- Floor Drains- Beau Schneider-All floor drain reports have been submitted except for EWS Plumbing & Heating. Beau Schneider to pay a visit and do follow-up. Carrie mentioned that the Board might want to look into our fee schedule and possible revisions, especially in lieu of the delinquent letters sent for late permits and submitted paperwork. Discussion tabled for the next meeting.
- Food Safety-Beau Schneider-nothing new to report.
- Hazardous Waste Day-Claire to contact Clean Harbors and check Oct. date. Further planning tabled to the Sept. 11th meeting.
- Health Fair- Carrie-Senior Center having their health fair on Sept. 28th. Board of Health waiting on date for vaccine arrival.
- Medical Reserve Corp.__Beau – nothing new to report.
- Outdoor Wood Burning Units__Beau—ongoing discussion about BOH policy for inspections. Tabled for more discussion at Sept. 11th meeting. Outstanding CO with the building department for Wm. Fountain to be addressed.
- Press Relations-Carrie Payne- Carrie will send Bulky Day press release to TV stations closer to the event. Claire will post on Town website under News and Announcements.
- Recycling-nothing new to report.
- Tobacco- Beau –Smokeless cigarettes being discussed in the media on new regulations. Beau said, hopefully, this will be regulated on a State level.
- Trash-Claire advised the Board that she had been in contact with Allied/Republic Services and they are currently working on the new FY2014-15 recycling schedules. They will add to the verbiage section the dates of Monson Bulky days.
- Wells-Lorri McCool & Beau Schneider-nothing new to report.
Reviewed correspondence and mail. In the correspondence, the Board reviewed delinquent reports from the Collector’s office. Beau explained, to possible new appointee’s, that the Board also receives follow-up reports on animal bites and medical reports. Included was a rabies report from the State on a dead bat that had been tested at the request and expense of the dog officer. The Board reviewed an e-mail sent to the Board listing hazardous waste items to be taken at another collection site. We will keep this on file for further reference. Carrie Payne reviewed the tobacco compliance check list letter.
Beau Schneider has the 2013-2014 paperwork to order the new flu vaccine for the coming season. He has filled it out and now going to obtain the required signature from the hospital. A section of the required form was discussed and concern raised about computer entry with the state after vaccine has been administered. Clarification needed.
Next meetings scheduled for Wednesday Sept. 11th & September 25th, 2013.
