May 22, 2013
Regular meeting of the Monson Board of Health was called to order at 5:45 p.m.
Members present were Beau Schneider, Jane Jacobs, Phyllis Klick and Carrie Payne. Charles P. Cournoyer was also in attendance.
Motion to accept the minutes from May 8, 2013 were made by Jane Jacobs and seconded by Carrie Payne. All in favor.
The minutes of March 20, 2013 cannot be accepted at this time and were tabled.
Bill schedules, letters of appreciation and licenses signed.
Mr. Cournoyer asked, if electronics would be taken at the October Bulky Day. Phyllis Klick answered “yes”, as scheduled. Also, Mr. Cournoyer asked the price of re-cycle bins.
Beau Schneider updated the Board that he can sign-in to MAVEN, but at this time has no access to cases. He will discuss further with Lorri McCool.
Board of health responsibilities:
- Beavers – Carrie Payne –nothing new to report.
- Bulky Day – Ms. Klick ____discussed at previous meeting.
- Communicable Diseases-Mr. Beau Schneider- nothing new to report.
- Emergency Preparedness –Carrie Payne-----nothing new as of this time. Keep updated on potential storm tracking.
- Finances- Phyllis & Beau____nothing new to report. Board will vote and update effective date on fees.
- Floor Drains- Beau Schneider____nothing new to report. Beau given copy of regulations on floor drains. Claire advised the Board that the floor drain requirements are going out for June 1st.
- Food Safety- Jane Jacobs__nothing new to report.
- Hazardous Waste Day__Phyllis Klick____ Possibly a scheduled date in the near future. Phyllis to check with the Selectmen.
- Health Fair__Jane & Carrie__nothing new to report.
- Medical Reserve Corp.__Beau – Carrie Payne currently filling out paperwork to become MRC volunteer.
- Outdoor Wood Burning Units__Beau- nothing new to report.
- Press Relations__Carrie Payne- nothing new to report.
- Recycling__Phyllis__- Phyllis said, she will look into tire truck for October Bulky day.
- Tobacco- Beau ---nothing new to report. Tobacco licenses for re-newal are going out for June 1st.
- Trash-Phyllis—complaints from resident with excessive trash. Situation addressed.
- Wells-Lorri McCool & Beau Schneider____nothing new to report.
Reviewed correspondence and mail. The Board advised that there is a confirmed case of chicken pox at Granite Valley Middle School. Paperwork should be forthcoming to the Board.
Letter from the building dept. requesting Geraldl Nichols be appointed as interim alternate plumbing and gas inspector through June 30th, 2013 and also from July 1st through June 30th, 2014. Carrie Payne made motion and it was seconded by Beau Schneider. All in favor.
Current rabies certificate from Ed Harrison to be kept on file.
Consumer Confidence Report from the Monson Water Dept. was reviewed.
The Board read and reviewed wording on Title V statement as follows: If a house is vacant at the time of a Title V inspection, the system needs to be identified as “ further evaluation by the BOH” and re-inspected 3 to 6 months after occupancy. No fees apply.
The current fee schedule for the BOH was updated with the annual pool fee of $100.00, as well as private WELL permits of $50.00. Effective date of the review is May 22, 2013. Jane Jacobs made motion to accept Title V wording and effective date of review of fees and it was seconded by Beau Schneider. All in favor.
