November 14, 2012_____________

Regular meeting of the Monson Board of Health was called to order at 5:30 p.m.
by Chair Gary Allard.   Members present: _____Gary Allard, Jane Jacobs and Phyllis Klick.   Members absent were Peg Harrison and Beau Schneider.   


The Board read and reviewed the minutes of Oct. 17, 2012.  Minutes could not be accepted at this time and will be accepted at the next meeting Dec. 12th, 2012.

Bill schedules and permits signed.

In discussion of recent emergency preparedness, Chair Gary Allard stated the shelter was not required to be opened during the recent hurricane. However, he suggested, an e-mail be sent to Evan Brassard and try to schedule a meeting sometime in January 2013 at the shelter, planned by Evan, including LPC, BOH, MRC and also Selectman to discuss improvements( ex. Electrical, lockers, improvements) and a forward direction for the shelter. Chair Gary Allard would also like an update from Liz Manley on the protocol and proper paperwork involved with opening and closing of the shelter in an emergency. That way, everyone will be on the same page in the future should a problem arise. Another major concern that still exists is sheltering animals during an emergency. Should there also be a protocol in place for them? What role does the DART trailer have in an emergency? All types of pets/animals present a problem during an emergency. Possibly both Evan Brassard and Liz Manley could attend a BOH meeting sometime after Christmas and questions can be discussed. Phyllis Klick was under the impression that the Board of Selectman were the governing body over the BOH. Chair Gary Allard, said the BOH has the authority during an emergency.

In regards to the ID’s for the BOH, Police Chief, Steve Koslowski said in a phone call to the BOH office that he would contact Evan Brassard again in regards to Town wide employee ID’s. That way, they would all be the same and official.

Police dispatcher Patty Emerson called in with the telephone #’s for sharp disposal. They are as listed: 413 586-0310 and 800 696-7752.

Bryan Lewis with BLT’ss (T-shirt printing company) located in MapleTree Plaza in Palmer, quoted $10.00+ for BOH t-shirts and approximately $25.-$30.00 for light weight jackets for the Board. These would be embroidered opposed to screened due to the small size of the order. BOH members were urged to research online different insignia’s that might be available as ideas for the shirts/jackets. Chair Gary Allard to check into other vendors.

Copy of turnover to the Treasurer’s office was shown to Board members from Allied Waste in the amount of $2028.47 for town re-cycling of paper. It was suggested that Phyllis Klick draft a letter of appreciation to the residents of Monson for all their efforts and have it submitted to the Journal Register. Phyllis Klick also received a thank you card from the Monson Girl Scouts, as she worked with them on a recycling project. They should be mentioned in the news article per Chair Gary Allard.

Bulky Day – Ms. Klick  ____John Morrell called the office on 10/24/2012 and stated that if the BOH has a problem with 5 guys working Bulky Day in the future, he will be glad to meet with the Board prior to the event to discuss work coverage. Chair Gary Allard said, it should be up to the department head to plan the required scheduling and he thought this past Bulky Day ran very smoothly. Phyllis Klick disagreed and said, in the past we have only had 4 guys working from the highway dept. No further discussion at this time.

  • Health Fair__Jane & Peg__Per Jane, ran very well, a lot of people, roughly 29 flu vaccines given and much help from Peg Harrison’s family. Only complaint was that a few thank you notes had stamped signatures!!!!!
  • Medical Reserve Corp.__Peg__as discussed above.
  • Outdoor Wood Burning Units__Gary__nothing new to report.
  • Press Relations__Gary__Phyllis Klick to do re-cycling article as mentioned above for the Journal Register.
  • Recycling__Phyllis__Chair Gary Allard mentioned information/quotes for re-cycling bins. Only have figures from Orbis and Allied waste hasn’t given quote. Mike Szczepan to be contacted to possibly attend BOH meeting with presentation/ideas on what Allied waste might be able to provide for re-cycling containers.
  • Tobacco__Beau__nothing new to report.
  • Trash__Phyllis__Mark Parry wants to schedule an appointment with the Board in regards to a trash abatement that has already been denied. Will schedule for next meeting Dec. 12th, 2012.
  • Wells__Gary__nothing new to report.
