Regular meeting of the Monson Board of Health was called to order at ____________5:35p.m._____
by________Gary Allard_________.  Members present: _____Gary Allard, Phyllis Klick, Peg Harrison, Beau Schneider. ____________.  Member absent: ____Jane Jacobs_____________.   Also present: Lorri McCool, Nicole Cormier_________________.

The Board read and reviewed the minutes of __June 20th, 2012_______________.  Mr. Gary Allard_________________moved to accept the Minutes as presented, seconded by Mr. Beau Schneider_________________and voted unanimously.

Board of Heath Responsibilities:

  • Communicable Diseases – Mr. Schneider _______MAVEN to be added to BOH e-mail__________
  • Emergency Preparedness – _____sample animal trailer was at the Summerfest for the public to view. Small pool. Which towns have access to this? ____________
  • Finances – Ms. Klick and Mr. Schneider ___Phyllis reviewed account balances-possible stipend to Kathy Taft for training? Will review.______________
  • Floor Drains – Mr. Allard ______nothing new to report___________
  • Food Safety – Ms. Jacobs ____not present_____________
  • Hazardous Waste Day – Ms. Klick ________future date?_________
  • Health Fair – Ms. Jacobs & Peg Harrison _________Peg established date and letter done. Date of fair Oct. 20th, 2012________
  • Housing Safety – Mr. Allard _______nothing new to report__________
  • Medical Reserve Corps – _________had booth at Summerfest-went well.________
Outdoor Hydronic Heaters – Mr. Allard _______homeowner on Beebe Rd. with sawmill possibly burning. Mr. Allard to check.

  • Recycling – Ms. Klick _____nothing new to report____________
  • Tobacco - Mr. Schneider ________nothing new to report_________
  • Trash – Ms. Klick _________two complaints about dumpsters, Ray's Trailer Park and Quarry Tavern. BFI contacted and they will add crystals. If BOH receives any other calls, advise problem addressed.________
  • Wells – Mr. Allard __________nothing new to report_______

Lorri McCool introduced Nicole Cormier, intern working in Monson for the summer. Here Mondays and Tuesdays.  Creating an Emergency Preparedness plan consisting of supplies, keys, maps, contacts, etc. to be put in packets. Overlap MRC. Mr. Allard stressed the importance of proper protocol, so in case of emergency, not so confusing. Possible chart/who's in charge. Red Cross-basically food supply. Peg Harrison stressed using food stocked in school kitchens that has the school superintendents approval.

Lorri McCool told Board before she starts getting water samples for food preparedness places, do we need Radon? Board advised "no".

Lorri McCool said, the Nomads of Hope are here in Monson and there was confusion about handling the camp between the State and the Town. Lorri and Nicole Cormier did an inspection at the State Hospital where the kids were being lodged and stated that in the future, if they came, there would be more stringent regulations for all parties concerned. Need physician available and RN,EMT, or PCA on site. Obtain permit from Town.

Lorri McCool gave Board members update from Atty. concerning Lincoln Pl. settlement between landlord and tenant.

Update from Lorri McCool on Summerfest 2012. Only small infractions, mainly about food storage by venders. Will work with Mrs. Jean Bailey who organizes the food venders and they will have a check audit to go by. Ser-Safe permits are good for 5 years.

Lorri McCool advised Board that she will no longer be servicing Palmer.

Peg Harrison started discussion about needle disposal. She contacted W.Springfield who currently has a system in place and they will e-mail her information. Cost to both users and the Town was discussed and also the possibility of contacting Wing Hospital to see if there was disposal there for Monson residents. Liability a major issue. Incoming calls to BOH have been directed to call toll free number for Allied waste. On-going topic for discussion.

New Correspondence was e-mail from resident about one day use of porta-potty. Mr. Beau Schneider asked, if permit really necessary for one day residential use. No license required and e-mail to be answered by Administrative Assistant.

Trash Abatement from Heidi Howard presented to Board for consideration. Board unanimously decided after discussion, she is only entitled to a senior discount. Letter from BOH to be sent to Ms. Howard regarding Board's decision.

Peg Harrison spoke of vaccines and it was decided not to order any. Too much paperwork and most people use services at the pharmacies.

The Board signed necessary correspondence and signed all bills.BOH payroll will be submitted as done in the past and then signed by Board. BOH will now charge a $1:00 for copies made with the first page free of charge. Monies to be turned over and go into general fund.
