Board of Health Meeting Minutes November 9, 2011

Regular meeting of the Monson Board of Health was called to order at 6:07pm by Chair Gary Allard.
Members present: John Schneider, Peg Harrison and Jane Jacobs. Members absent: Phyllis Click. Also present: Audra Staples-BOH Clerk and Evan Brassard- Monson Emergency Management Director.
6:10 Ms. Staples introduced Evan Brassard to the Board of Health members. Mr. Brassard is the new Emergency Management Director for the Town of Monson. Mr. Brassard indicated that he is currently trying to meet with different committees and boards throughout the town in order to establish relationships and partnerships. He is trying to determine how his role may overlap with the rolls of other community members.
Mr. Brassard said that the LEPC (Local Emergency Planning Committee) is working on compiling data for the June 1st Tornado After-Action report. He has emailed out a questionnaire that Gretchen will send around to get everyone’s in-put. He is also working on updating the Town’s Emergency Management Plan and is hope to then distribute his draft for community feedback from boards and committees such as the Board of Health. Mr. Allard stated that he is concerned about a serious lack of a COOP (Continuity of Operations Plan) for the Town of Monson. Mr. Allard also stated that he feels that said COOP should be broken down by each department as well. Mr. Brassard agreed with Mr. Allard and stated that it was a work in progress. Mr. Allard also asked about the improvements at the
shelter. Mr. Brassard stated that the LEPC is currently assessing what supplies are at the shelter and what needs to be acquired. He said that they will be focusing next on what changes need to happen at the shelter as far as amenities, updates and improvements. Mr. Allard said that the main downfall they experienced during the previous 2 openings of the shelter all revolved around electricity. The bathrooms and the showers did not have lights; the lights need to be tied into the generator. There was also a problem with the phone system. Once there was no power, there was no landline. Mr. Allard feels that if the shelter ever sees quantities of over 20 they will be in trouble. Mr. Brassard asked if the shelter had Cot Kits and Mr. Allard informed him that there were Cot Kits as well as supplies such as personal hygiene and extra blankets.
Mr. Brassard informed the Board that he was involved in starting a Regional Emergency Planning Committee which will include approximately 9 municipalities. The goal is to create a regional group based on Mutual Aide. The group is trying to get as many different community “players” to be involved as possible. He will pass on more information regarding this developing committee as it becomes available.
The board thanked Mr. Brassard for joining them.
Ms. Harrison moved to accept the minutes of the October 14, 2011 meeting as presented.
Mr. Schneider seconded the motion.
It was so voted unanimously.
Mr. Allard moved to move the Board of Health Meetings back to the first and third Monday of every month.

Wells – Gary- Review of the Seasonal Food Establishment Well Regulations as drafted by Ms. Staples. Mr. Allard asked that the policy note that the Board of Health will not be requiring the Radon aspect of the Monson Scan for these cases. Ms. Staples noted to the Board that she was going to add a section stating that the Monson Board of Health will be doing the testing and that the fee covers the cost of the tests. Mr. Allard asked to add the phrase “unless other circumstances have been determined by the board of health agent to require additional tests” to replace the phrase “unless other circumstances require additional tests.” Mr. Allard asked that the policy also be rewarded to read as follows:
“The permit fee for the first year will be $150 which will include the cost of the Monson Water Test Scan as well as your permit to serve food. Each additional year will be $100 and will include a water scan to be performed by the Monson Board of Health and to include the above mentioned items. If you have already had a Monson Scan performed on your well than the additional $50 charge for the first year will be waived.”
