Board of Health Meeting Minutes October 14, 2011

Regular meeting of the Monson Board of Health was called to order at 6:05pm by Chair Gary Allard.
Members present: John Schneider and Peg Harrison. Members absent: Phyllis Click and Jane Jacobs. Also present: Audra Staples-BOH Clerk and Lorri McCool-Health Agent.
Updates with Lorri McCool
Ms. McCool showed the board some go bags and medical supplies that the Hampden County Health Coalition had been able to purchase and donate to the town.
Ms. McCool shared an email from Ms. Kathleen Conley Norbut in regards to a Monson MRC Volunteer appreciation/recruitment/orientation event that they will be holding on November 15th. Time of the event has yet to be indicated. The Monson MRC is requesting the support of the Monson Board of Health on this event. They are planning to send invitations to the First Church, The Street Angels, and post some around town. People can register or RSVP online so that they can keep a headcount. Mr. Allard asked that Ms. Anne Adams not be forgotten and he said that it is important to invite her as well since she really did so much for our community. Ms. Staples will notify Hope Bodwell, Long-Term Recovery Assistant about the event. It is to be an MRC campaign.
Ms. McCool also discussed the MAVEN training her and Mr. Schneider attended last month. She agrees with Mr. Schneider that they will be ready to “go live” with the program in November.
Mr. Allard asked that the new Emergency Management Director be invited to attend the next Board of Health Meeting. Ms. Staples will contact Mr. Evan Brassard in regards to his attendance.
Ms. McCool discussed ServeSafe and the state regulations. She stated that the town needs to have a tracking system so that any food service establishment is required to file their ServeSafe certificate information with the town in order to obtain any permits. Ms. Staples will establish a tracking system and draft a policy.
Ms. McCool discussed with the board the proposed Seasonal Food Establishment/Residential Kitchen/Bead and Breakfast Permits on Private Wells. The board reviewed the policy Ms. McCool had previously recommended. Mr. Allard moved to approve an increase of permitting cost to an initial years fee of $100 with a previous Monson Scan and $150 if there has not been a previous scan and the permit fee would then be $100 for each year that followed with the understanding that special circumstances may arise and will be at the discretion of the Monson Board of Health.
Ms. Harrison seconded the motion.
It was so voted unanimously.
Ms. Staples will redraft the policy to be reviewed at the next Board meeting.
The board thanked Ms. McCool.
Mr. Allard made a motion to accept the minutes from September 12th with the following amendment:
In the 2nd large paragraph Ms. Staples used the term “Title V” for potable testing, it should have been the “Monson Scan” instead.
Ms. Harrison seconded the motion.
It was so voted unanimously.
Mr. Allard moved to accept the minutes from the September 28th meeting as presented.

Mr. Allard asked Ms. Staples to keep the Outdoor Wood Boiling Systems on the Board Responsibilities as the old systems are still under the jurisdiction of the Board of Health. The new systems that are EPA compliant have no “burning season” and can be used all year. The older systems, of which Mr. Allard felt the board had 43 on file, they are still subject to a burning season as well as the Board of Health and State mandates and regulations.
Mr. Allard moved to approve the Allied Waste contract for a 3 year extension to the existing contract as well as the provision there in.
Ms. Harrison seconded the motion.
It was so voted unanimously.
Ms. Staples told the Board that the Keep Homestead Museum had contacted the office in regards to some bagged paint chips they have that may or may not contain lead. They would like to get rid of it at Hazardous Waste Day. Mr. Allard does not feel that the Board will be able to accept these items but will discuss this situation with Ms. Click as she is the point person on Hazardous Waste Day.
Ms. Staples sent the Hazardous Waste Day Press Release to Ms. Click to be reviewed. She will put it in the papers as soon as she hears back on Monday from either Mr. Allard or Ms. Click.

Housing Safety – Gary- Nothing new to discuss.
Medical Reserve Corps – Peg- Email from Lorri- As discussed above.
Outdoor Wood Burning Units- Gary- As discussed above.
Press Relations – Gary- Hazardous Waste Day press release will go out on Monday.
Recycling – Phyllis- Nothing new to discuss.
Tobacco –Beau- Nothing new to discuss.
Trash – Phyllis- Abatements were signed for the Collector and the contract was approved.
Wells – Gary- Seasonal Food Establishment Well Regulations- As discussed above.
