Regular meeting of the Monson Board of Health was called to order at 6:00 p.m. by Chairman Gary Allard.  Members present:  Phyllis Klick, Margaret Harrison, Jane Jacobs and John Schneider.  Also attending the meeting was James Fisher from Go Green Solutions, Inc.

James Fisher from Go Green Solutions met with the Board to discuss the possibility of placing recycling bins in various locations in Monson.  These bins would be placed in areas to enable the public to recycle bottles.  The sides of the bins have advertising on them from local businesses.   Businesses in Monson would be contacted to see if they might wish to advertise on the bins and for possible site locations.    Go Green Solutions would provide the bins, manage the sponsorship/advertising and maintain the bins, which are made of steel.  They would be placed in public areas so residents/visitors could recycle plastic bottles.  

Mr. Fisher stated that local businesses could advertise on the bins.  The panels are affordable and are less expensive than advertising in the newspaper.  Committees and groups, as well as businesses, can also advertise.  They accept no political or tobacco advertisements.  Ads are paid monthly, and on the average run approximately $100 to $125/month.  The Board of Selectmen and the Zoning Enforcement Officer would need to be involved.  Go Green Solutions will need to do a feasibility study and will contact the Selectmen’s office.  Mr. Fisher left information with the Board to further review, and he was thanked by the Board for attending the meeting.

Board of Health Responsibilities:

  • Beavers – Mr. Allard reported that the license signed last meeting by the Board was not needed by Partridge Hollow Campgrounds, nor did they need Lorri McCool’s inspection as the water had gone down. Mr. Allard mentioned this could only happen if the beavers had moved on or the dam had been breached.
  • Bulky Day – Ms. Klick had nothing to report.
  • Communicable Diseases – Mr. Schneider reported (2) cases of campylobacteriosis.
  • Emergency Preparedness – Ms. Harrison had nothing to report.
  • Finances – The Board reviewed their budget for 2011 year.  They discussed ways to cut the budget by 10% as requested, but determined that the only way this could be done was by cutting staff salaries.
  • Floor Drains – All businesses have submitted their receipts for cleaning/pumping except for one company.
  • Food Safety – Ms. Jacobs had nothing to report.
  • Hazardous Waste Day – Ms. Klick had nothing to report.
  • Health Fair – Ms. Jacobs and Ms. Harrison had nothing to report.
  • Housing Safety – Ms. McCool was in Housing Court most of today.
  • Medical Reserve Corps – Ms. Harrison stated that a meeting was held last night in the Board of Health office.  Attending was Kathleen Conley Norbut, Jonathan Miller, Dr. Richard Smith, Fire Chief Robichaud, Gary Allard and Margaret Harrison.
  • Outdoor Hydronic Heaters – Mr. Allard had nothing to report.
  • Press Relations – Ms. Jacobs had nothing to report.
  • Recycling – Ms. Klick had nothing to report.
  • Tobacco – Mr. Schneider had nothing to report.
  • Trash – Ms. Klick had nothing to report.
  • Wells – Mr. Allard was concerned about Monson’s public water supply if an emergency should arise, such as what happened during Hurricane Katrina a few years ago.  How would we be able to utilize our wells?  Mr. Allard asked if Ms. Taft would invite Craig Jalbert to attend an upcoming meeting to discuss what type of backup plan Monson has if our public water supply should become contaminated in an emergency situation.
The Board read and responded to the correspondence.
The Board asked Ms. Taft to contact our departments and ask for their updated Coop Plan, which would include phone contacts, telephone numbers, etc.   Jill Cafarelli and Robert Bracci will also be contacted for their information.

The next Board of Health meetings will be held on January 5th and 19th.

Ms. Jacobs moved to adjourn the meeting at 7:15 p.m., seconded by Ms. Harrison and voted unanimously.
