Regular meeting of the Monson Board of Health was called to order at 6:00 p.m. by Vice Chairman, Gary Allard. Members present: Margaret Harrison, Jane Jacobs, Phyllis Klick and John Schneider.
The Board initialed all bills and signed necessary correspondence.
Mr. William Olbrych from 130 Stafford Hollow Road met with the Board to discuss a possible deduction/abatement on his trash bill. Mr. Olbrych informed the Board that he is single and disabled and has very little trash. He watches his neighbors put out several bags and he felt that he is subsidizing the trash program. It didn’t seem fair and he wondered what he could do. The Board sympathized but the town’s trash by-laws do not allow for abatement for disability or for fewer trash bags being placed out for disposal. Mr. Olbrych can hire a private hauler and provide the Board with a copy of the contract which would allow for abatement. The pay as you throw program was brought up by Mr. Olbrych. This concept could be discussed when the current contract with Allied Waste is up for review
in a few years. The Board did inform him that even though he does not put out much trash he will have to pay his trash bill. The Board repeated that they cannot do anything because there is nothing in the town’s trash by-laws which would allow them to abate or grant a variance in his case. Mr. Schneider mentioned that he is interested in what other towns do for trash removal/recycling for comparison to our program and asked Mr. Olbrych if he was interested enough to research this. The Board appreciated Mr. Olbrych’s input on the trash program, but his request for abatement was denied.
Reorganization of the Board was tabled until the next meeting of November 3rd.
The Board read and reviewed the minutes of October 6, 2010. Ms. Harrison moved to accept the minutes as presented, seconded by Ms. Jacobs and so voted.
Board of Health responsibilities:
- Beavers – Mr. Allard had nothing to report.
- Bulky Day – The Board felt that Bulky Day was a success. Mr. Allard felt the traffic flow should stay the same as it is. Ms. Klick mentioned that someone came in with pressure-treated lumber and this should not be accepted.
- Communicable Diseases – Ms. Jacobs mentioned that there was (1) case of Lyme disease and (1) case of Streptococcus pneumonia.
- Emergency Preparedness – Ms. Harrison had nothing to report.
- Finances – There was nothing to report except the 2% raise of Ms. Taft.
- Food Safety – Ms. Jacobs had nothing to report.
- Hazardous Waste Day – There will be one next year.
- Health Fair – There will be one held in the spring. Ms. Harrison reported that there will be a second flu clinic held on Friday, October 22nd open to all. It will be held from 9:00 a.m. to 3:00 p.m. Mr. Schneider volunteered to give inoculations.
Housing Safety – Mr. Allard had nothing to report.
Medical Reserve Corps – Ms. Harrison had nothing to report.
Outdoor Hydronic Heaters – Mr. Allard had nothing to report.
Press Relations – Thank you letters were signed by the Board and will be mailed to the Woodbine Country Store and Adams IGA Supermarket.

- Tobacco – There was nothing to report.
- Trash – Reminder that there is a (7) bag limit.
- Wells – Mr. Allard had nothing to report.
The Board read and responded to the correspondence.
The Board discussed the date and time of the meetings and felt that Wednesday was the best day and 6:00 p.m. was a good time to hold the meetings.
At 7:00 p.m. Ms. Harrison moved to adjourn the meeting, seconded by Ms. Jacobs and voted unanimously.
