Regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman Dr. Richard Smith.  Members present: Gary Allard, Phyllis Klick and Margaret Harrison.  Member absent: Jane Jacobs.

The Minutes of June 16, 2010 were read and reviewed.  Mr. Allard moved to accept the minutes as presented, seconded by Ms. Klick and so voted.

First order of business was the discussion of interest/applications for the upcoming vacancy of Dr. Smith.  As of this date, no applications have been received; therefore, an article seeking a volunteer to serve on the Board will be released again to the Palmer Journal, the Republican and placed on M-PACT.  This will be discussed again at the next Board meeting.

The Board signed bills and necessary correspondence.

Ms. Taft notified the Board that office supplies had been purchased through the PHER funds from the Hampden Count Health Coalition.  These supplies included copy paper, pens, etc. as well as supplies to be used in our clinics.  The Board asked Ms. Taft to check with Lorri McCool to see if funds from the Coalition could be used for Hazardous Waste.

The Board discussed if the two and three -family units owned by the Monson Housing Authority could be billed by the town for trash pickup.  These units are presently being serviced by Allied Waste Services and are being billed to and paid directly by the state to Allied Waste.  


Board of Health Responsibilities:
  • Beavers – Mr. Allard reported one beaver permit application from Highway Surveyor, John Morrell.
  • Body Art Regulations – There was nothing to report.
  • Bulky Day – Ms. Klick had nothing to report.
  • Communicable Diseases – Ms. Harrison informed the Board that she has ordered 350 doses of the flu vaccine.  It will be offered to individuals 18 years of age and over.  Last year 300 doses were ordered and approximately 28 were offered to the school.  Ms. Harrison also informed the Board of the following illnesses: (1) Lyme disease, (1) group strep A, (1) hepatitis B and (2) human granulocytic anaplasmosis (a type of Lyme disease).
  • Emergency Preparedness – Jeremy Bedson has resigned his position as Emergency Management Director.
  • Finances –This was already discussed.
  • Floor Drains – Mr. Allard had nothing to report.
  • Food Safety – There was nothing to report.
  • Hazardous Waste Day – This was already discussed.
  • Health Fair – This will be held in September and Ms Harrison stated she and Ms. Jacobs will be working on it.
  • Housing Safety – Mr. Allard had nothing to report.
  • Medical Reserve Corps – Ms. Harrison had nothing to report.

  • Outdoor Hydronic Heaters – Mr. Allard had nothing to report.
  • Press Relations – This was already discussed.  News release to the newspapers and M-PACT for interest in upcoming vacancy on the Board.
  • Recycling – Ms. Klick had nothing to report.
  • Tobacco – Dr. Smith had nothing to report.
  • Trash – Ms. Klick had nothing to report.
  • Wells – Mr. Allard had nothing to report.
Under any other business to come before the Board:

Dr. Smith informed Board members that the Board of Selectmen had received a complaint from Mr. Robert Meffen, 127 Moulton Hill Road, that his neighbors at 121 Moulton Hill Road had a failed septic system which drained onto wetlands.  He and Ms. McCool conducted an inspection of the property in response to the complaint.  There was no odor or effluent to substantiate the accusation.  

The Board read and responded to correspondence.

At 8:15 p.m., Mr. Allard moved to adjourn the meeting seconded by Ms. Klick and voted unanimously.
