Regular meeting of the Monson Board of Health was called to order by Chairman, Dr. Richard Smith, at 7:30 p.m. Members present: Gary Allard, Margaret Harrison and Jane Jacobs. Members absent: Phyllis Klick.
The Board initialed all bills and signed necessary correspondence.
After review and discussion, Ms. Jacobs moved to accept the minutes of February 3, 2010, seconded by Dr. Smith and so voted. Ms. Harrison moved to accept the minutes of February 17, 2010, seconded by Mr. Allard and so voted.
The Board next discussed a letter dated January 27, 2010 from Sarah McColgan, Tobacco Control Director, from the Massachusetts Health Officers Association (MHOA) in regards to compliance checks made in Monson. Mr. Allard had asked that this letter be further discussed at tonight’s meeting, as he felt Monson should have been informed prior to the checks by MHOA. These compliance checks were mandated by the federal government under what is known as the “Synar Amendment.
Board of Health Responsibilities:
- Beavers – Mr. Allard had nothing to report.
- Body Art Regulations – Ms. Jacobs had nothing to report.
- Bulky Day – Ms. Taft informed the Board that Ms. Klick is working on this. We have contacted Allied Waste and everything is all set. The tire truck will be there, the banner is being repaired and will be put up and the school parking lot has been reserved.
- Communicable Diseases – Ms. Jacobs informed the Board there were (2) cases of Lyme disease. The H1N1 flu clinic will be held tomorrow at the Senior Center from 4:00 to 7:00 p.m.
- Emergency Preparedness – Ms. Harrison had nothing to report.
- Finances – Dr. Smith had nothing to report.
- Floor Drains – Mr. Allard had nothing to report.
- Food Safety – Ms. Jacobs had nothing to report.
- Hazardous Waste Day - There was nothing to report.
- Health Fair – Ms. Harrison informed the Board that she would like to see the fair held either on September 11th or the 25th. It was decided it would be held on Saturday, September 25th in the Municipal Building auditorium from 9:00 a.m. to 3:00 p.m. Ms. Jacobs will check to see what dates need to be changed on the banner which is at the Fire Department.
Housing Safety – Mr. Allard had nothing to report.
Medical Reserve Corps – Ms. Harrison stated they will be at the H1N1 clinic tomorrow.
Outdoor Hydronic Heaters – Mr. Allard had nothing to report.
Press Relations – Dr. Smith had nothing to report.
Recycling – There was nothing to report.
Tobacco – This was already discussed.
Trash – There was nothing to report.
Wells – Mr. Allard had nothing to report.

The Board discussed the online training requirements under the Ethics Reform Bill which employees, volunteers, etc. must take. Ms. Harrison has completed the training, along with secretary, Kathleen Taft. The test is taken on the computer by going to www.mass.gov/ethics and involves commonsense.
Ms. Taft informed the Board that she had spoken to Ms. Klick who asked if the Board would consider changing the next meeting to Tuesday, March 16th, rather than Wednesday, March 17th. Ms. Jacobs will be unable to attend that date, but other members were available. Therefore, the next meeting will be held on March 16th. It will have to be posted with the Town Clerk.
The Board read and responded to the correspondence.
At 8:30 p.m. Mr. Jacobs moved to adjourn the meeting seconded by Ms. Harrison and voted unanimously.
