Regular meeting of the Monson Board of Health was called to order by Chairman Dr. Richard Smith.  Members present: Phyllis Klick and Jane Jacobs.  Members absent: Gary Allard and Margaret Harrison.

The Board read and reviewed the Minutes of January 20, 2010.  Ms. Jacobs moved to accept the minutes as presented, seconded by Dr. Smith and so voted.

Raymond Crane Jr. of Hampden was scheduled to meet before the Board this evening to discuss a request for a trash abatement.  Mr. Crane did not attend the meeting, but his attached letter to the request for abatement stated he owned a four-family tenement at 42 Main Street.  One tenant is elderly and his daughter takes his trash and the other tenants are heads of their households with a maximum of five bags total per week.  After a brief discussion, the Board voted to deny the request, as he does not fit into any of the categories – Mr. Crane is not a senior citizen, he did not submit a current invoice with an approved hauler for pickup at this address and it is not unoccupied property.

The Board signed all necessary correspondence and initialed all bills.

Board of Health Responsibilities:

  • Beavers – There was nothing to report.
  • Body Art Regulations –Ms. Jacobs had nothing to report.
  • Bulky Day – The Fire Department has been contacted and asked to drop the banner off the next time someone comes to the Municipal Building.
  • Communicable Diseases – Ms. Jacobs reported (2) cases of pertussis, (1) Hepatitis B and (7) cases of Lyme disease.
  • Emergency Preparedness – The Board discuss the H1N1 clinic.  Karen Fedora had not responded yet to our emails.  The Board would like to hold an H1N1 clinic in February and felt it would not be necessary to hold it in the school or have Karen Fedora present.  Ms. Harrison will be asked if she can look into the phone call from Tom Amaral from MERCK in regard to the shingles vaccine.
  • Finances – Dr. Smith had nothing to report.
  • Floor Drains – The office had received reports from the Highway Department and Fire Department.
  • Food Safety – There was nothing to report.
  • Hazardous Waste Day – Ms. Klick had nothing to report.
  • Health Fair – One will be held this year.
  • Housing Safety – There was nothing to report.
  • Medical Reserve Corps –There was nothing to report.
  • Outdoor Hydronic Heaters – There was nothing to report.
  • Press Relations – Dr. Smith had nothing to report.
  • Recycling – Ms. Klick had nothing to report.
  • Tobacco – (see letter #7 in correspondence)
  • Trash – Ms. Klick had nothing to report.
  • Wells – There was nothing to report.

The Board read and responded to the correspondence.

At 8:15 p.m. Ms. Jacobs moved to adjourn the meeting seconded by Ms. Klick and so voted.
