Regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman Dr. Richard Smith.  Members present:  Gary Allard and Jane Jacobs.  Members absent: Margaret Harrison and Phyllis Klick.

The Board signed all necessary correspondence and initialed all bills.

The Board read and reviewed the Minutes of December 16, 2009.  Mr. Allard moved to accept the minutes as presented, seconded by Ms. Jacobs and so voted.

The Board discussed a phone call from Tom Amaral from MERCK.  Mr. Amaral had informed the office that the town could receive shingles vaccine from the state which could be used for seniors.  Ms. Harrison had called the office to inform Ms. Taft that she could not attend this evening’s meeting but expressed some interest in this.  She wanted to know if the Board showed any interest in this.    The Board briefly discussed this and asked if Ms. Harrison could research this topic.

The Board then discussed the next H1N1 clinic, which will be held for the public.  Ms. Taft informed the Board that our office is waiting to hear from Karen Fedora, who is trying to see what nurses could work on what dates/times.  Mr. Allard volunteered his wife’s services to help inoculate residents at the clinic.

Board of Health Responsibilities:

  • Beavers – Mr. Allard had nothing to report.
  • Body Art Regulations – Ms. Jacobs had nothing to report.
  • Bulky Day – The banner will be located so the dates can be changed early.
  • Communicable Diseases – Ms. Jacobs reported that there was a case of chronic Hepatitis and (2) cases of Lyme disease.  The H1N1 clinic was already discussed, as well as the shingles vaccine.
  • Emergency Preparedness – There was nothing to report.
  • Finances – Dr. Smith informed the Board that he had submitted a level-funded budget to Deborah Mahar.  The Finance Committee requested a budget to be submitted with a 10% cut.  Dr. Smith had informed them that by cutting all the Board’s accounts and part of salaried personnel by 10% they could not function as a Board.  The Board discussed perhaps raising license fees, but this would not work because the money would go into the general fund and not in the Board’s budget.
  • Floor Drains – Mr. Allard had nothing to report.  Ms. Taft stated that some companies still had not submitted paperwork showing the drains had been cleaned.  Therefore, she will contact them and remind them to comply.
  • Food Safety – Ms. Jacobs had nothing to report.
  • Hazardous Waste Day – There was nothing to report.
  • Health Fair – There was nothing to report.
  • Housing Safety – Mr. Allard had nothing to report.
  • Medical Reserve Corps – There was nothing to report.
  • Outdoor Hydronic Heaters – There was nothing to report.
  • Press Relations – Dr. Smith had nothing to report.
  • Recycling – There was nothing to report.

  • Tobacco – This is unfunded, therefore nothing to report.
  • Trash – There was nothing to report.  Ms. Taft is recording all calls, questions, etc. in regard to trash/recycling as requested by the Board.
  • Wells – Mr. Allard had nothing to report.
There was no other business to come before the Board.

The Board read and responded to the correspondence.

At 8:15 p.m. Mr. Allard moved to adjourn the meeting, seconded by Ms. Jacobs and voted unanimously.
