Regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman Dr. Richard Smith. Members present: Margaret Harrison and Jane Jacobs. Members absent: Phyllis Klick and Gary Allard. Also present was Health Inspector, Lorri McCool.
Ms. McCool met with the Board to give them an update on Saturday’s H1N1 flu clinic at Quarry Hill School. She informed the Board that we now have (400) doses and she is hoping we will get another (100) in this week. On Saturday, the doors will be open by the pool. A number will is issued to parents. Tables will be set up for people to register in the atrium. The numbers will be called and individuals will be brought to the cafeteria for their shot. After the shot they will go to the gym and wait for 20 minutes before going home.
Cards have been completed for patients’ records and a sheet will be given to parents to sign, along with an informational sheet. Kathleen Norbut and members of the MRC will be there. EMT’s will appear and stay for awhile. There will also be police coverage. A sign in sheet will be available. Ms. McCool will be in the office on Friday to take all the necessary paperwork and equipment to the school in preparation for the clinic. Pregnant women and the children at Quarry Hill School will be inoculated. Ms. Jacobs asked Ms. McCool if the refrigerator at the school has a freezer in it and she replied no. Ms. Harrison asked if we are doing the first shot on Saturday, will we give the children their second shot later. Ms. McCool responded by saying they should see their doctor
for the second shot. If we should get a large number of vaccines we may be able to do a second round.
Ms. McCool informed the Board that Fran Cardano called her in regard to the hydronic boiler at 128
Thayer Road. Ms. McCool went to the site and knocked on the door. When there was no answer she walked in the back yard and found an open bag of coal by the open door of the shed. She had spoken to Saadi Motamedi at the DEP who asked her if she would send a notice letter to the Smiths, along with a copy of his email in regard to burning of coal as he wasn’t sure if the Smith’s had opened his email.
Ms. McCool reinstated a policy of the Board of Health for Title V. If a Title V has been conducted, and the septic system has a conditional pass, the Board requires a retest after it has been occupied for 3 months. Ms. McCool has received a few questions on this in the past.
The Board read the minutes of November 4, 2009. Ms. Harrison moved to accept them as presented, seconded by Ms. Jacobs and so voted.
Board of Health responsibilities:
- Beavers – There was nothing to report.
- Body Art Regulations – There was nothing to report.
- Bulky Day – There was nothing to report
- Communicable Diseases – Ms. Jacobs informed the Board she had nothing to report.
- Emergency Preparedness- Ms. Harrison had nothing to report.
- Finances – Dr. Smith had received an email forwarded to him from Deborah Mahar in regard to budget cuts from the Special Town Meeting on Monday. The only thing cut from the Board’s budget was the Hazardous Waste Day funds. There were no money articles.

- Floor Drains – There was nothing to report.
- Food Safety – Ms. Jacobs had nothing to report.
- Hazardous Waste Day – The funds were cut
- Health Fair – There was nothing to report.
- Housing Safety – There was nothing to report.
- Medical Reserve Corps – Ms. Harrison informed the Board she and Ms. Jacobs went to a meeting on Monday. The MRC will be helping out at the clinic.
- Outdoor Hydronic Heaters – This was already discussed.
- Press Relations – Dr. Smith stated that someone who visited his office informed him that they had seen his name in the paper in relation to the H1N1 clinic on Saturday. The school must have released the information or the press got it from the letter the children brought home to their parents.
- Recycling – There was nothing to report.
- Tobacco – There was nothing to report.
- Trash – There was nothing to report.
- Wells – There was nothing to report.
The Board signed necessary correspondence and initialed all bills.
The Board read and responded to correspondence.
Ms. Harrison moved to adjourn the meeting at 8:00 p.m. seconded by Ms. Jacobs and all in favor.
The next meeting will be held on December 2, 2009.
