Regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman Dr. Richard Smith.  Members present: Gary Allard, Phyllis Klick and Jane Jacobs.  Member absent: Margaret Harrison.

The Board signed and initialed all bills and necessary correspondence.

The Board read and reviewed the minutes of July 15, 2009.  Mr. Allard moved to accept the minutes seconded by Ms. Jacobs and voted unanimously.

The office had received a phone call from Town Administrator, Gretchen Neggers, on July 29th in regard to a boat that was discarded on Reimers Road.  It had been reported by Anne Lyons.  The secretary had contacted Ms. Klick who went to the site and made an inspection.    The boat was dumped on private property; it is not by the side of the road.  The Police Department had also conducted an inspection and the boat was determined to be made of fiberglass.  The Board discussed the possibility of John Morrell moving it up closer to the road for disposal on Bulky Day in October.  As it is on private property and does not pose any health risks, the owner of the property may be responsible for its disposal.  This will be discussed again at another meeting.

Board of Health Responsibilities:

  • Beavers – Mr. Allard had nothing to report.
  • Body Art Regulations – Ms. Jacobs had nothing to report.
  • Bulky Day – Ms. Klick had nothing to report.
  • Communicable Diseases – Ms. Jacobs reported that there were (2) cases of Salmonellosis, (6) Lyme disease, (1) Campylobacter and (1) Toxoplasmosis.
  • Emergency Preparedness – There was nothing to report.
  • Finances – The Board had received a copy of the FY2010 budget from Finance Director, Deborah Mahar.    The Board briefly discussed the figures provided by Ms. Mahar.  They asked the secretary to contact Ms. Mahar and ascertain that the Hazardous Waste figure of $8,900.00 was correct and in the budget for the Board to use.  Also, Ms. Taft was asked to find out how much of her salary came from the grant money and how much is left in the grant.
  • Floor Drains – Mr. Allard had nothing to report.  A few reports have already been sent to our office from those with floor drains.
  • Food Safety – Ms. Jacobs had nothing to report.
  • Hazardous Waste Day – This will be discussed at the next meeting.
  • Health Fair – There was nothing to report.
  • Housing Safety – The Fire Department had sent the Board a letter in regard to a resident’s house on May Hill Road.  Lorri McCool responded with a letter to the homeowner.  This will be put on the agenda again for the next meeting
  • Medical Reserve Corps – There was nothing to report.
  • Outdoor Hydronic Heaters – The Board asked the secretary to see if this could be posted on the webpage.
  • Press Relations – Dr. Smith had nothing to report.
  • Recycling – Ms. Klick had nothing to report.

  • Trash – Ms. Klick had nothing to report.
  • Wells – Mr. Allard had nothing to report.
The Board received a copy of an indoor air quality report for Granite Valley Middle School from the Department of Public Health, Bureau of Environmental Health.

Ms. Jacobs informed the Board that Ms. Harrison is checking into ordering of the flu clinic shots.  No information has been received on it yet.

The Board reviewed a trash abatement request from Frederick Giuliani at 8 Cedarhurst Drive.  The Board determined it was incomplete and will be returned to the resident for completion.

The Board read and responded to correspondence.

At 8:20 p.m. Ms. Jacobs moved to adjourn the meeting, seconded by Mr. Allard and voted unanimously.
