Regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman Dr. Richard Smith.  Members present: Gary Allard, Phyllis Klick, Margaret Harrison and Jane Jacobs.

The Board read and reviewed the Minutes of August 5, 2009.  Ms. Klick moved to accept as presented, seconded by Ms. Jacobs and voted unanimously.

The Board had received a memo from Finnce Director, Deborah Mahar, in regard to setting the trash rate.  After a brief discussion, the Board voted unanimously to set the 2010 Trash Rate of $238.00 per unit per year.  The Board asked the secretary to invite Ms. Mahar to attend the next Board meeting to discuss the trash rate and other options further for the future.

The Board discussed the memo from Ms. Mahar in regard to the annual town meeting budget.  It was ascertained by the secretary that a figure of $8,900.00 is available for a Hazardous Waste Day in 2010.  Also, it was clarified that as of June 30, 2009, there was a balance in the grant fund of $19,877.83 of which $7,499.00 will be used to pay the secretary leaving a balance of $12,378.83 as of June 30, 2010.

The issue of the boat discarded on Reimers Road was discussed last week, and the Board determined that it was the responsibility of the land owner to remove it and properly dispose of it.

Board of Health Responsibilities:

  • Beavers – Mr. Allard had nothing to report.
  • Body Art Regulations – Ms. Jacobs had nothing to report.
  • Bulky Day – Ms. Klick had nothing to report.
  • Communicable Diseases – Ms. Jacobs had nothing to report.  Ms. Harrison informed the Board that the H1N1 vaccine won’t be ready until this fall.   She suggested that parents bring their children to their doctors to administer the vaccine.  Ms. Harrison is working on getting the regular flu vaccine for the clinic at the Senior Center.
  • Finances – This was already discussed.
  • Floor Drains – Some information has come into the office from companies with floor drains.  The office will wait until the end of the year for the remaining to comply.
  • Food Safety – Ms. Jacobs had nothing to report.
  • Hazardous Waste Day – Ms. Klick asked the secretary to call the custodian at the School Department to see if the fluorescent bulbs have been removed yet.
  • Health Fair – Ms. Harrison stated this will be held in September 2010.
  • Housing Safety – Mr. Allard had nothing to report.
  • Medical Reserve Corps – Ms. Harrison informed the Board there is a meeting in September.
  • Outdoor Hydronic Heaters – This information is on Monson’s web page.
  • Press Relations – Dr. Smith had nothing to report.
  • Recycling – Ms. Klick had nothing to report.
  • Tobacco – Dr. Smith had nothing to report.
  • Trash – Request from Frederick Giuliani at 8 Cedarhurst Drive for an abatement stating the trash truck does not go down his street so he disposes of his trash at his place of business in another town.  His request was denied by the Board as trash cannot be transported across

  • town except by a licensed hauler.
The Board requested the secretary contact Ms. Mahar and ask if she could attend the next meeting to discuss raising the trash rate an additional $1.00/$2.00 over what she suggests for the trash rate to cover the cost of the secretary’s salary that is now coming out of the grant.  The Board also would like to discuss the possibility of switching paying the secretary’s portion of salary from the grant monies to the money allocated for hazardous waste and then paying hazardous waste from the grant money.
  • Wells – Mr. Allard had nothing to report.
The Board signed all bills and necessary correspondence.

At 8:15 p.m. Ms. Jacobs moved to adjourn the meeting, seconded by Ms. Harrison and so voted.
