Regular meeting Monson Board of Health was called to order at 7:35 p.m. by Chairman Dr. Richard Smith.  Members present: Gary Allard, Phyllis Klick and Jane Jacobs.  Member absent: Margaret Harrison.

The Board signed necessary correspondence and initialed all bills.

The Board reviewed the information from Norseman Plastics Ltd. In regard to pricing of recycling containers.  Ms. Klick asked the secretary if she would place an order for 251 containers at $6.87 each.

The Board read and reviewed the Minutes of May 20, 2009.  Mr. Allard moved to approve the minutes, seconded by Ms. Jacobs and voted unanimously.

The Board discussed the appointments for 2009/2010 year.  Mr. Allard voted to appoint the attached list of people to their respective positions, seconded by Ms. Jacobs and voted unanimously.

Board of Health Responsibilities:
  • Beavers – Mr. Allard had nothing to report.
  • Body Art Regulations – Ms. Jacobs had nothing to report.
  • Bulky Day – Ms. Klick had nothing to report.
  • Communicable Diseases – Ms. Jacobs had nothing to report.
  • Emergency Preparedness – Ms. Harrison had nothing to report.
  • Finances – Dr. Smith had nothing to report.  The latest budget update had been received from the Accounting Office.
  • Floor Drains – Mr. Allard had nothing to report.
  • Food Safety – Ms. Jacobs had nothing to report.
  • Hazardous Waste Day – Ms. Klick would like to put an article in the paper informing residents they can call the town who is having a Hazardous Waste Day to schedule an appointment and pay directly for their own disposal.
  • Health Fair – Ms. Jacobs had nothing to report
  • Housing Safety – Mr. Allard had nothing to report.
  • Medical Reserve Corps – There was nothing to report.
  • Outdoor Hydronic Heaters – The adopted regulations will be published in the Palmer Journal tomorrow and then sent to the DEP for final approval.
  • Press Relations – Dr. Smith had nothing to report.
  • Recycling – Ms. Klick stated that 251 containers will be ordered from the company.  The fee will be upgraded to $7.00 for a recycling bin.  The school has asked for (40) of the containers for recycling.  The containers will need to be stamped “property of the school.”  Ms. Klick had received information on recycling of bulbs.  A copy of this information will be made and forwarded to the School Department.
  • Tobacco – Quaboag-Valhalla wants to sell cigar products.  Gregory Boyce did an inspection and gave them signage and information.  The Board signed the permit to enable them to sell tobacco products.
  • Trash – Ms. Klick had nothing to report.
  • Wells – Mr. Allard had nothing to report.

Under any other business – Ms. Jacobs informed the Board that Ms. Harrison was going to contact the State Department to see it flu vaccine could be ordered.  Because she was unavailable, Ms. Taft was asked if she would call to make sure Ms. Harrison had.

Ms. Klick asked if the Margaret Street complaint on mosquitoes had been had been taken care of.  Ms. Taft explained that she had spoken to Timothy Pascale and asked if he could treat the area.  However, Mr. Pascale did not feel comfortable treating private property with the mosquito briquettes.  As this area is privately owned, it was determined that it could not be treated by the Town.

At 8:15 p.m. Mr. Allard moved to adjourn the meeting, seconded by Ms. Klick and voted unanimously.
