The meeting of the Board of Health was called to order at 7:30 p.m. by Chairman Dr. Richard Smith.  Members present: Gary Allard, Margaret Harrison and Jane Jacobs.  Member absent: Phyllis Klick.

After reading and reviewing the Minutes of May 6, 2009, Ms. Harrison moved to accept, seconded by Ms. Jacobs and so voted.

The Board voted to renew the following licenses for the 2009 – 2010 year: Funeral Director, Milk and Cream Store, Sale of Tobacco Products and Manufacturing of Ice Cream and Frozen Desserts.

Board of Health Responsibilities:

  • Beavers – Mr. Allard informed Board members of a beaver situation on Bunyan Road.  Water has crept up near the septic system and this will soon become an emergency.  Bruce Peeso applied for the permit.  Mr. Allard had spoken to Linda Hull, secretary to the Conservation Commission alerting her to the situation.
  • Body Art Regulations – Ms. Jacobs had nothing to report.
  • Bulky Day – There was nothing to report.
  • Communicable Diseases – Ms. Jacobs reported (1) chronic Hepatitis C and (1) case of Salmonellosis
  • Emergency Preparedness – Ms. Harrison had nothing to report.  
  • Finances – Dr. Smith had nothing to report.
  • Floor Drains – Mr. Allard had nothing to report.
  • Food Safety – Ms. Jacobs had nothing to report.
  • Hazardous Waste Day – There was nothing to report.
  • Health Fair – There will be one held next year.
  • Housing Safety – Mr. Allard had nothing to report.
  • Medical Reserve Corps – Ms. Harrison had nothing to report.
  • Outdoor Hydronic Heaters – This was the last day for residents to respond with comments on the changes to 310CMR 7.26(50) and Monson’s regulations on outdoor wood burning boilers.  As there were no written comments, the Board voted unanimously to accept the changes to Monson’s regulations on outdoor wood burning boilers.
  • Press Relations – Dr. Smith had nothing to report.
  • Recycling – There was nothing to report.
  • Tobacco – Dr. Smith reported that Gregory Boyce has completed the required inspection for this year’s grant.
  • Trash – Request from Frederick Giuliani of Cedarhurst Drive for a trash abatement for several years.  The Board discussed this and reiterated that they can only abate trash for the current year if the resident has proof of a contract with a private hauler.  Trash cannot be transported across town unless you are a licensed hauler.  Mr. Giuliani will be sent a copy of the law.
  • Wells – Mr. Allard had nothing to report.

Under any other business – Ms. Jacobs informed the Board that licenses have been received from the state for dispensing of mosquito briquettes.  One was received for Robert Bator and will be mailed back.   This is the last year for West Nile monitoring.    Ms. Jacobs stated that if anyone wants a permanent license, she has the information.  She has already passed it on to Stanley Klisiewicz and Timothy Pascale.  As the Board received a previous request for help with mosquitoes from Carol Snyder on Margaret Street, Mr. Pascale will be asked if he can place briquettes in the wet area.

Ms. Harrison and Ms. Jacobs informed the Board that there is a problem with the flu clinic.  Some months ago the Board had discussed possibly ordering flu vaccine directly from the state.  Presently, Wing Hospital orders the vaccine for us.  In order for the Board to order directly from the state, we must have a refrigerator with no freezer and a doctor to order the flu vaccine.  However, it is now too late to have Wing Hospital order for us, as their order went out in February.  Ms. Harrison will call and speak to a nurse at the state department and ask for information on ordering the vaccine and to ask for an inspection of the refrigerator.

The Board read and responded to correspondence.

At 8:00 p.m. the Board voted to adjourn the meeting.
