Public Hearing/Regular meeting of the Monson Board of Health was called to order 7:30 p.m. by Chairman Dr. Richard Smith. Members present: Phyllis Klick, Margaret Harrison and Jane Jacobs. Member absent: Gary Allard.
The Board began the Public Hearing on proposed changes to Monson’s regulations on outdoor wood burning boilers. Three residents attended the public hearing: Fran Benoit of 79 Waid Road, Jack Pelletier of 225 Munn Road and Bill Fountain of 63 Waid Road. All three resident owned boilers and were allowed to express their opinions/comments. Mr. Benoit and Mr. Pelletier were pleased with the Board of Health’s burning season regulation, which allows burning from October 1st through April 30th. The Board thanked them for their comments and attendance.
The Board read and reviewed the Minutes of April 29, 2009. Ms. Jacobs moved to accept as corrected (by removing the HHAN password in paragraph 2), seconded by Ms. Harrison and so voted.
Board of Health responsibilities:
- Beavers – There was nothing to report.
- Body Art Regulations – Ms. Jacobs had nothing to report.
- Bulky Day – Ms. Klick informed the Board that there were a lot of TV's and computers disposed of on Saturday – three dumpsters full. Console TV's are a problem because they are so large. She felt Bulky Day was very successful. She will thank Woodbine and Adams for food and beverages. Recycling bins will need to be ordered. Ms. Taft will check on what company was used in the past.
- Communicable Diseases – Ms. Jacobs had nothing to report.
- Emergency Preparedness – Ms. Harrison had nothing to report.
- Finances – Dr. Smith had nothing to report.
- Floor Drains – There was nothing to report.
- Food Safety – Ms. Jacobs had nothing to report.
- Hazardous Waste Day – Ms. Klick informed the Board that there is a combination one with neighboring towns being held – she thought it was Hampden or East Longmeadow. Residents of other towns can call and make an appointment and pay for the disposal.
- Health Fair - Ms. Harrison stated she would like to hold one in September 2010 (either the second or third week.
- Housing Safety – There was nothing to report.
- Medical Reserve Corps – Ms. Harrison had nothing to report.
- Outdoor Hydronic Heaters – This was already done.
- Press Relations – Dr. Smith had nothing to report.
- Recycling – Ms. Klick had nothing to report.
- Tobacco – Dr. Smith had nothing to report.
- Trash – Ms. Klick had nothing to report.
- Wells – There was nothing to report.
Ms. Klick informed the Board that she received a phone complaint from Carol Synder on Margaret Street. The mosquitoes are everywhere – on their house, garage, etc. They cannot go out in the yard.

It seems the mosquitoes are coming from the swamp. She was asking the Board for their help. The Board discussed using some of the pellets that are left over for this

The Board read and reviewed the correspondence.
Ms. Klick informed the Board of a tire situation on Crow Hill Road. It concerns property once owned by Blanche Burnham and is now owned by her granddaughter. It appears the grandson is bringing in tires and leaving them at the property. The neighbor is complaining that it is unsightly and mosquitoes are gathering. Ms. Taft will check with Lorri McCool to see if she or the Zoning Enforcement Office, Chip LaPointe, ever inspected the property.
At 8:30 p.m. Ms. Harrison moved to adjourn the meeting, seconded by Ms. Jacobs and so voted.
