Regular meeting of the Monson Board of Health was called to order by Chairman Dr. Richard Smith. Members present: Margaret Harrison and Jane Jacobs.  Members absent: Phyllis Klick and Gary Allard.

Celeste Gould of 70 Carpenter Road met with the Board in regard to abatement for trash.  Dr. Smith informed her that the Board can only abate for the current year’s bill.  Ms. Gould explained back in 1991 – 1992 when she started to get billed for trash she called the Collector’s office twice asking for an abatement form.  Weeks went by and she didn’t get one.  When she called the office again, someone informed her that she could not take her trash out of town – that it was illegal.  Ms. Gould stated that she knew people who had taken trash to their place of business where they had a dumpster and simply provided a copy of the contract and were abated.    

Ms. Gould further informed the Board that at the bottom of the bill for 1991 – 1992 it stated that if she did not pay the trash bill her services would be terminated.  Therefore, she felt that if the service had been terminated why should she have to pay?  She had sent a check to pay for her property tax and clearly marked the check for this purpose; however, the money she paid was applied toward the trash bill.  She has received several notices that a lien would be placed on her house for tax taking.  Ms. Gould stated she saw Attorney Raymond Blanchette and he advised her to appear before the Board of Health.  Dr. Smith informed her she should fill out the abatement form for the current year as this is all the Board can abate.  She would need to go before the Board of Selectmen for any of the past years’ abatements.  

Ms. Gould can provide the Board with a copy of her current contract for a dumpster at her family -owned business.  She stated that she is appealing to the Board of Health for their help.  The Board suggested she contact the Board of Selectmen for a resolution.

The Board read and reviewed the Minutes of November 19, 2008.  Ms. Jacobs moved to accept the minutes as presented, seconded by Ms. Harrison and so voted.

Ms. Jacobs moved to accept the following licenses for renewal for the year 2009, seconded by Ms. Harrison and voted unanimously: Bakery Licenses, Baked Goods Only/Residential Kitchen Licenses, Common Victualler/Food Establishment Licenses, Mobile Food Vendor Licenses, Offal Transport Licenses, Operation of Camps/Cabins/Motels/Trailer Parks Licenses, Pool Permit, Retail Food Licenses, Rubbish Removal Licenses and Tanning Salon Licenses.

The Board asked Ms. Taft if she had found out what had happened to the emergency medical packs that Ms. McCool felt were missing from the office.  Ms. Taft stated she would check with Ms. McCool and advise the Board at the next meeting.

The Board signed all bills and necessary correspondence.

  • Beavers – There was one request but because this is presently trapping season, a permit is not required.
  • Body Art Regulations – Ms. Jacobs had nothing to report.
  • Bulky Day – There was nothing to report.
  • Communicable Diseases – Ms. Jacobs had nothing to report.
  • Emergency Preparedness – Ms. Harrison had nothing to report.
  • Finances – Dr. Smith had nothing to report.
  • Floor Drains – There are still 2 companies that have not responded – Levesque and EWS.  Ms. Taft will give them a week to respond and then call again for the information.
  • Food Safety – Ms. Jacobs had nothing to report.
  • Hazardous Waste Day – There was nothing to report.
  • Health Fair – There was nothing to report.
  • Housing Safety – There was nothing to report.
  • Medical Reserve Corps – Ms. Harrison had nothing to report.
  • Outdoor Wood Boilers – There was nothing to report.
  • Press Relations – Dr. Smith had nothing to report.
  • Recycling – There was nothing to report.
  • Tobacco - Dr. Smith had nothing to report.
  • Trash – There was nothing to report.
  • Wells – There was nothing to report.
The Board read and reviewed the correspondence.

At 8:45 p.m. Ms. Harrison moved to adjourn the meeting, seconded by Ms. Jacobs and voted unanimously.
