The regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman, Dr. Richard Smith. Members present: Phyllis Klick and Jane Jacobs. Members absent: Gary Allard and Margaret Harrison.
After the Board read and reviewed the Minutes of November 5, 2008, Ms. Klick moved to accept as presented, seconded by Ms. Jacobs.
The Board discussed the update on floor drains. National Grid at 144 Palmer Road submitted the required information. Craig Levesque and EWS will be forwarding their information. This will again be placed on the agenda for the December 3rd meeting. Ms. Taft will again call and remind them this information must be submitted.
The Board next discussed the complaint of the outdoor wood boiler at 128 Thayer Road. The Cardano’s had emailed Lorri McCool to let her know that the Smiths are burning coal in their outdoor boiler. They were not complaining at this point just making the Board aware that coal was being burned in the Smiths OWB.
Next discussed was the Trash Enterprise Budget for 2010 from Deborah Mahar for the Board’s review. Ms. Mahar explained in her email that she used the Allied Waste contract maximum percentage of 4% in calculating their rate. VADAR was contacted sot the computer service fee is what the cost will be in FY2010, and she calculated the clerical for the hours charged to the Trash Program.
Gretchen Neggers’ memo on departments implementing the spending freeze was discussed. Ms. Neggers’ memo explained the difference between essential and non-essential expenditures and how this applies to the spending freeze. The Board discussed their budget. It was mentioned by Ms. Klick that she wondered if the Board could have a Hazardous Waste Day instead of one of the Bulky Days. Dr. Smith didn’t think this would work, as Bulky Day is for paying trash program members and Hazardous Waste Day is for the whole town to participate in. Dr. Smith did not feel that the two programs could be mixed due to the financing.
Board of Health Responsibilities:
- Beavers – there was nothing to report.
- Body Art Regulations – Ms. Jacobs had nothing to report.
- Bulky Day – Ms. Klick had nothing to report.
- Communicable Diseases – Ms. Jacobs reported there was (6) additional cases of Lyme Disease.
- Emergency preparedness - there was nothing to report.
- Finances – This was already discussed.
- Floor Drains – This was already discussed.
- Food Safety – There was nothing to report.
- Hazardous Waste Day – This was already discussed.
- Health Fair – There was nothing to report.
- Housing Safety – There was nothing to report.
- Medical Reserve Corps – Ms. Taft asked the Board if they removed or recalled seeing (3) additional emergency medical packs filled with various medical supplies. Ms. McCool thought
- that there were (8) packs and now only (5) remain. The Board stated they had not seen anything or removed anything from the office and asked Ms. Taft if she would have Lorri McCool confirm the actual number signed for and report anything we may be missing to Town Administrator, Gretchen Neggers.
Outdoor Wood Boilers – This was already discussed.
- Press Relations – Dr. Smith had nothing to report.
- Recycling – Ms. Klick had nothing to report.
- Tobacco – Dr. Smith had nothing to report.
- Trash – Ms. Klick had nothing to report.
- Wells – There was nothing to report.
The Board signed bills and necessary correspondence.
Correspondence was read and responded to by the Board.
At 8:05 p.m. Ms. Klick moved to adjourn the meeting, seconded by Ms. Jacobs and voted unanimously.
