Regular meeting of the Monson Board of Health was called to order by Chairman Dr. Richard Smith at 7:30 p.m.  Members present: Gary Allard, Phyllis Klick and Jane Jacobs.  Member absent: Margaret Harrison.

The Board read and reviewed the Minutes of September 17, 2008.  Mr. Allard moved to accept as presented, seconded by Ms. Klick and so voted.

The Board discussed the collection of fees on burial permits.  Information had been forwarded to the Health office from Town Clerk, Nancy Morrell, and Charlie Kaniecki from the Deparatment of Public Health stating that any fees charged for burial permits must be suspended effective October 1st.  After discussion, Mr. Allard moved that burial fees be suspended until the Supreme Court makes a decision on whether it is legal to charge fees or not, and then once a decision has been reached the Board will again review, seconded by Ms. Klick and so voted.

Board of Health Responsibilities:
  • Beavers – Mr. Allard had nothing to report.
  • Body Art Regulations – There was nothing to report.
  • Bulky Day – Ms. Klick stated that everything is all set.  A vehicle counter from the Police Department will be used.  Cones will need to be set up.  P & F will be there with workers.  The Highway Department has four men to work, as well as Laurie Hilbert.  Gary will set up the tent and tables.  Kathleen Norbut will be campaigning for Mr. Ashe.  Dr. Smith will work in the morning and spell Ms. Klick, who will be leaving at 11:00 a.m.   Mr. Allard will also be there in the morning.
  • Communicable Diseases – Ms. Jacobs informed the Board that there were two follow-ups on Lyme disease.
  • Emergency Preparedness – The next meeting of REPC will be held on October 15th at 9:00 a.m. in Palmer.  The exact location has not been determined, but once it is Mr. Allard would like to attend.
Finances – Dr. Smith had nothing to report.
Floor Drains – Mr. Allard asked if everyone has responded to the letter sent requesting companies sent information showing there floor drains are in compliance.  This will be discussed at the next meeting.
Food Safety – Two inspections were performed by Lorri McCool – one at Mustang Sally’s and other at Norcross Restaurant.
Hazardous Waste Day – Ms. Klick stated there was nothing to report.
Health Fair – There was nothing to report.
Housing Safety – Mr. Allard had nothing to report.
Medical Reserve Corps. – There was nothing to report.
Outdoor Wood Boilers – There was nothing to report.
Press Relations – An article on Bulky Day will be in the Palmer Journal tomorrow.
Recycling – There was nothing to report.
Tobacco – There was nothing to report.

  • Trash – Dr. Smith informed the Board that he had received an email from David Anable in regard to the trash/recycling guidelines that were enclosed with the trash bill.  Mr. Anable objected to the terms stating you must, etc.
  • Wells – Mr. Allard had nothing to report.
  • Log – There was nothing to report.
The Board signed correspondence and initialed bills.

The Board read and reviewed all correspondence received.

At 8:15 p.m. Mr. Allard moved to adjourn the meeting, seconded by Ms. Kick and voted unanimously.
