Regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman, Dr. Richard Smith.  Members present: Gary Allard, Phyllis Klick and Margaret Harrison.  Member, Robert Bator, was absent.

The Board signed all bills and necessary correspondence.

After reviewing the Minutes of February 6, 2008, Ms. Harrison moved to accept as presented, seconded by Mr. Allard and so voted.

The Board discussed the lack of Mr. Tessini’s well completion report for Bradway Road.  This must be submitted before the Building Department allows him a Certificate of Occupancy.  The department will be notified that he still needs to supply the Board of Health with this certificate.

After review of the Minutes of January 2 and 16, 2008, Ms. Klick moved to accept as presented, seconded by Dr. Smith and so voted.

The Board next reviewed and discussed Monson’s license fees.  The Town of Wilbraham had compiled data from neighboring towns to compare license/permit fees.  They shared this information with the towns that participated.  The Board felt that Monson’s fees were in line with other towns and felt that there was no reason to raise fees.  After discussion, Mr. Allard moved to keep the fees at the current amount at this time, seconded by Ms. Klick and voted unanimously.

Board of Health Responsibilities:

Beavers – Mr. Allard had nothing to report.
Body Art Regulations – Mr. Bator was absent.
Bulky Day – Ms. Klick informed the Board Bulky Day would be held on May 3rd.  She also mentioned that at the last Bulky Day, the Board was charged for the two compactors.  These were supposed to be “free.”
Communicable Diseases – Ms. Harrison had nothing to report.
Emergency Preparedness – Ms. Harrison informed the Board she had attended the meeting this morning, immediately following the Department Heads’ meeting.    The dispensing/staging area will be at Granite Valley Middle School.  Lorri McCool would like all members of the Board of Health to serve on the MRC.  Ms. Norbut will be asked if minutes of this meeting were taken.  The next meeting will be held on March 26th following the Department Heads’ meeting.
Finances – Dr. Smith had nothing to report.
Floor Drains – Mr. Allard had nothing to report.
Food Safety – Mr. Bator was absent.
Hazardous Waste Day – Ms. Klick informed the Board that there might be a possible loss of this event, and if so, perhaps the cost could be split with another town.  The Board will wait to see if this is cut from their budget.  They discussed the possibility of having enough money to cover the cost of the set-up and then charge residents who would use this service, if this were permissible.
Health Fair – Ms. Harrison informed the Board that she has spoken to Hope Bodwell, Director of the Monson Free Library, in regard to the Fair.  It was suggested she contact Carol at the Palmer/Monson Family Network, which Ms. Harrison has been trying to do.  Ms. Norbut informed Ms. Harrison that the MRC’s have a table for this event and suggested the Board of Health quickly get space for one.  Ms. Harrison feels that time is running out, as the event will be held on April 12th at Quarry Hill School and is fast approaching.  The Board was disappointed to hear that they would be given a “table” as Monson has several different specialists who attend whom residents consult/question.  The Board felt that perhaps they could have a table to display information promoting their own Health Fair in June.
Housing Safety – Mr. Allard had nothing to report.

Medical Reserve Corps. – Ms. Harrison informed the Board that a meeting will be held on March 20th at 6:30 p.m. in the Board of Health office.  The Board discussed this date and felt that the meeting
could be held at 6:30 p.m. on March 19th, an hour prior to the Board of Health meeting.  Ms. Taft will contact Lorri McCool to see if she can change the date before notifying everyone.
Outdoor Wood Boilers – At the last meeting, the Board discussed an email received from Keith Hooton who lives on Fern Hill Road.  Mr. Hooton was requesting the Board consider granting him an exception to the OWB regulations.  Mr. Hooton’s request was denied.
Press Relations – Dr. Smith had nothing to report.
Recycling – Ms. Klick had nothing to report.
Tobacco – Palmer District Court has notified the Board that they have dismissed, no probable cause, the two counts of tobacco sales to a minor for Monson Mobil and Bill’s Shell.  Beverly Hirschhorn, Tobacco Grant Coordinator, will be contacted and asked if she would contact Gregory Boyce to see what may have happened with these violations and why they were dismissed.
Trash – Ms. Klick had nothing to report.
Wells – Mr. Gary Tessini, 71 Bradway Road, Lot 2, still needs a well completion report before he can receive a certificate of occupancy from the Building Department.

The Board read and reviewed the correspondence.

At 8:45 p.m., Mr. Allard moved to adjourn the meeting, seconded by Ms. Harrison and voted unanimously.
