Regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman Dr. Richard Smith.  Members present: Gary Allard and Phyllis Klick, with members Robert Bator and Margaret Harrison absent.

The Board read and reviewed the minutes of March 5, 2008.  Mr. Allard moved to accept as presented seconded by Dr. Smith and so voted.

The first item for discussion was a draft of a letter to be sent to residents who abuse the trash system.  This letter would be sent out to those who have an unusually large amount of trash for disposal.  Recently, a few residents have placed approximately 40 to 50 bags of trash out for pickup.  Allied Waste will be instructed not to take it and asked to contact us when they see large quantities of trash out.  A letter will then be mailed out.  The Board approved the letter and signed it for a master copy to be used when necessary.

The next topic for discussion was a notice from Health Inspector, Lorri McCool, informing the Board that the Western Region Homeland Security Advisory Council has approved an amount up to $750.00 per community to assist with the costs of developing/updating COOPs.  These funds may be used to pay Jeremy Bedson, Emergency Preparedness Director, or Lorri McCool to update/develop  COOP plans.  The Board agreed and asked that Ms. McCool work with departments to develop their COOPs.  Ms. McCool will be notified and the paperwork will be passed to the Selectmen’s office for a signature.

Board of Health Responsibilities:

Beavers – Mr. Allard had nothing to report.
Body Art Regulations – Mr. Bator was absent, but there was nothing to report.
Bulky Day – Ms. Klick had nothing to add, as this was already discussed.
Communicable Diseases – Ms. Harrison was absent and Ms. Taft informed the Board that there were two cases of Lyme Disease.
Emergency Preparedness – Mr. Allard reminded the Board that tomorrow evening is the meeting for the MRC.
Finances – Dr. Smith had nothing to report.
Floor Drains – Mr. Allard had nothing to report.
Food Safety – Mr. Bator was absent, but there was nothing to report.
Hazardous Waste Day – Ms. Klick had nothing to report.
Health Fair – Ms. Harrison was absent, but had informed Ms. Taft that she was working on notifying individuals.  The gym and banner request have been approved by the Selectmen.
Housing Safety – Mr. Allard had nothing to report.
Medical Reserve Corps –This meeting will be held tomorrow.
Outdoor Wood Burning Boilers – Mr. Allard had nothing to report.
Press Relations – Dr. Smith had nothing to report.
Recycling – This was already discussed.
Tobacco – Dr. Smith had nothing to report.
Trash – This was already discussed.
Wells – Mr. Allard had nothing to report.

The Board next discussed the verbal request from the Police Department for an air quality test for their offices.  Police Chief Kozloski had stopped in the office last Thursday to inform Ms. Taft that he had spoken to Dr. Smith regarding this request as some personnel are having medical problems that could be associated with mold/mildew.  Ms. Taft had been asked by Dr. Smith to gather information on the company that was previously used at Quarry Hill School and a letter will be sent to Chief Kozloski informing him of the company name and cost.

The Board asked Ms. Taft if she would check with Ms. McCool to see if there is any grant money in place that homeowners may use for testing for uranium in their private wells.

The Board signed all bills and necessary correspondence.

The Board asked Ms. Taft if she had contacted Allied Waste Services in regard to the charging of two compactors for the spring/fall Bulky Days.  Ms. Taft had contacted Sandra Etre, but has not heard back from her.   Ms. Taft will call again tomorrow.

The correspondence was read and discussed.

At 8:30 p.m., Mr. Allard moved to adjourn the meeting, seconded by Ms. Klick and voted unanimously.
