Regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman Dr. Richard Smith.  Members present: Gary Allard and Margaret Harrison. Members absent: Phyllis Klick and Robert Bator.

The Board signed all bills and necessary correspondence.

After reviewing the minutes of February 20, 2008, Mr. Allard moved to accept as presented, seconded by Ms. Harrison and voted unanimously.

First item for discussion – large amounts of trash that are placed out for pickup by residents.  Some individuals on the trash program have placed 40 – 50 bags of trash out for Allied Waste to pick up.  Presently, Allied Waste will pick up approximately 6 to 8 bags of trash per week.  Some residents have been placing such large quantities of bags out that Allied Waste will not pick them up.  A recent occurrence happened at 7 Silver Street.  The Board of Health was notified by Allied Waste that approximately 50 bags of trash had been out for removal – they took about 15 bags and left the rest.  After discussion, the Board decided that a letter would be sent to people who place an unusually large amount of trash out.  A letter will be drafted for the Board’s approval at the next meeting.

The Board next discussed the billing of the packers on Bulky Day by Allied Waste.  Ms. Klick wanted the Board to be aware of the fact that Monson was billed for both packers.  Originally, a packer was provided free of charge.  Last year, the Board requested an additional packer to see if this would improve traffic flow at the Quarry Hill School during the Bulky Days.  According to the spring bill, $600 was charged for the first packer and $900 for the second one.  According to the contract the first packer should be free and only the second one charged for.    No one can find the bill/breakdown for the fall Bulky Day.  Ms. Taft will call Allied Waste to correct this charge.

Responsibilities:

Beavers – Mr. Allard had nothing to report.
Body Art Regulations – Mr. Bator was absent, but there was nothing to report.
Bulky Day – This was previously discussed.
Communicable Diseases – Ms. Harrison reported one case of Lyme Disease.
Emergency Preparedness – Ms. Harrison informed the Board that the MRC meeting for this month couldn’t be held on the 19th before the Board’s meeting, as Ms. McCool will be unavailable.  Because of this the MRC meeting will be held on March 20th.  Ms. Harrison also informed the Board that she is taking three courses for MRC.  Mr. Allard mentioned that he would be attending a meeting at the Log Cabin in Northampton in April on wells, septic systems, etc.
Finances – Dr. Smith had nothing to report.  The Board asked Ms. Taft to order the mosquito briquettes.
Floor Drains – Mr. Allard had nothing to report.
Food Safety – Mr. Bator was absent, but there was nothing to report.
Hazardous Waste Day – Ms. Klick was absent, but there was nothing to report.
Health Fair – Ms. Harrison informed the Board that it is too late to participate with Carol Woodbury at the Palmer/Monson Family Network.  The Board will hold their own heath fair this year.  The Board asked Ms. Taft to check with the Selectmen to see if the gym is available on June 14th, with an alternate date of May 31st.  If this date is acceptable, a letter will also be sent requesting the banner be hung to advertise the event.
Housing Safety – Mr. Allard had nothing to report.
Medical Reserve Corps – This was already covered.
Outdoor Wood Burning Boilers – Mr. Allard had nothing to report.
Press Relations – Dr. Smith had nothing to report.
Recycling – Ms Klick was absent, but there was nothing to report.

Tobacco – Memo from the secretary in regard to a call made to Gregory Boyce asking what may have happened in Palmer District Court over the violations/citations for Mr. Nothe on selling of tobacco products.
Trash – This was already covered.
Wells – Mr. Allard had nothing to report.

The Board read and reviewed the correspondence.

At 8:15 p.m. Mr. Allard moved to adjourn the meeting, seconded by Ms. Harrison and voted unanimously.
