Regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman Dr. Richard Smith, with members Gary Allard and Phyllis Klick present. Absent were members Robert Bator and Margaret Harrison.
The Board read and reviewed the Minutes of May 21, 2008. Mr. Allard moved to accept the minutes as presented seconded by Ms. Klick and so voted.
The Board had received a complaint from the Building Department in regard to 244 Bumstead Road. Jeff Gustafson owns the property. A resident had taken pictures of the site showing debris around the property. The Board felt that this was not a health issue and asked that the complaint be turned back to the Building Department, as this may fall under zoning.
Board of Health Responsibilities:
Beavers – Mr. Allard had nothing to report.
Board of Health Log – was read and reviewed.
Body Art Regulations – Mr. Bator was absent, but there was nothing to report.
Bulky Day –Ms. Klick informed the Board that she had received a phone call from Mike Szczepan from Allied Waste. They would like to give a $500 scholarship to the kids, but as it is late in the year, Ms. Klick suggested they contribute to the Music Department. Allied Waste also is giving something to the Police and Fire Departments.
Communicable Disease – Ms. Harrison was absent, but there is a case of Lyme Disease. Mr. Allard mentioned that dish detergent could be placed on a q-tip and rubbed over the tick. After a short period of time the tick will let go.
Emergency Preparedness – Mr. Allard mentioned that there would be a June 17th tabletop exercise. Ms. Harrison will attend.
Finances – Dr. Smith had nothing to report.
Floor Drains – Mr. Allard had nothing to report. Ms. Taft will check to make sure businesses are supplying the Board with copies of their inspections.
Food Safety – Mr. Bator was absent but there were two recalls, which will be discussed in the correspondence.
Hazardous Waste Day – Ms. Klick had nothing to report.
Health Fair – Ms. Harrison was absent, but Ms. Taft reported that the banner date has been corrected and will be put up by the Fire Department.
Housing Safety – Mr. Allard had nothing to report.
Medical Reserve Corps – Ms. Harrison was absent but there was nothing to report.
Outdoor Wood Boilers – Letter was sent to Robert Richardson, 89 Carpenter Road, in regard to second violation of using boiler past burn season.
Press Relations – Dr. Smith had nothing to report.
Recycling – Ms. Klick had nothing to report
Tobacco – Gregory Boyce has submitted his final bill for this fiscal year in the amount of $512.77.
Trash – Ms. Klick asked to have copies of the letters received from Sara Szado and Thomas Warden in regard to trash complaints submitted to Allied Waste.
Wells – Mr. Allard had nothing to report.
The Board signed all bills and necessary correspondence.
The Board reviewed the concept of pay-per-bag trash disposal. In the past, the Board had done some evaluation and discussion on this issue. After discussion, the Board decided that the present trash program would be kept in place until the contract ends. At that time the Board will entertain conversations and reassessments on the program.

Request from Tracy Davis (267-0246) was discussed. Ms. Davis owns a six-family unit and would like to use the trash program and have her dumpsters removed from her property. She had spoken to Dorothy Jenkins, Town Collector, and was informed that a cap is placed on multi-units and they can bill only up to four units. It was suggested that she should speak to the Board of Health. The Board discussed this request and felt that she could have her units use the trash program, but she would be responsible for paying the bills incurred.
Ms. Klick mentioned that ties on the railroad are rotten and tracks are unbalanced on Stafford Road. She was informed that the railroad company is responsible for repairs.
Correspondence was read and discussed.
The next topic was discussion of the freeze placed on ordering mosquito briquettes. The Board felt that this is an important health issue with the hot season approaching and asked Ms. Taft if she would send a letter to the Selectmen voicing the Board’s concern.
At 8:30 p.m. Mr. Allard voted to adjourn the meeting, seconded by Ms. Klick and voted unanimously.
