Regular meeting of the Monson Board of Health was called to order by Chairman Dr. Richard Smith at 7:30 p.m. Members: Gary Allard and Robert Bator were present. Members: Margaret Harrison and Phyllis Klick were absent.
The Board signed all bills and necessary correspondence and paperwork.
The Board read the minutes of December 5, 2007. After review and discussion, Mr. Allard moved to accept the minutes with the corrections to page one by adding the word violation in front of the word letter in paragraph two and clearly stating in the last paragraph on page one the definition of a nuisance according to Mass General Laws, seconded by Dr. Smith. The Board asked Ms. Taft to contact Margaret Harrison to see if she had any changes to the minutes.
The Board discussed possibly adding radon and uranium testing to Monson’s water test requirements. Ms. Taft had spoken to Dave Costello from Connecticut Valley Artesian Well Company, Inc. in East Longmeadow in regard to the testing of radon in water and was informed it was very expensive to test for this mineral, with a cost of over $300.00. The Board asked her to contact Quabbin Analytical and ask about the testing cost for uranium.
Board of Health Responsibilities:
Beavers – Mr. Allard had nothing to report.
Body Art Regulations – Mr. Bator had nothing to report.
Bulky Day – Ms. Klick was absent, but there was nothing to report.
Communicable Disease – Ms. Harrison was absent, but there was nothing to report.
Emergency Preparedness – Mr. Allard informed the Board that a meeting would be held in January.
Finances – Dr. Smith had nothing to report.
Floor Drains – Mr. Allard had nothing to report.
Food Safety – Mr. Bator had nothing to report.
Hazardous Waste Day – Ms. Klick was unavailable, but there was nothing to report.
Health Fair – This will be held next year.
Housing Safety – Mr. Allard had nothing to report.
Medical Reserve Corps – There will be a meeting held in January.
Outdoor Wood Burning Boilers – Mr. Allard had nothing to report.
Press Relations – Dr. Smith had nothing to report.
Recycling – Ms. Klick informed Ms. Taft that she would be working on the recycling data sheet soon. She also has spoken with someone in regard to recycling information for the schools.
Tobacco – Ms. Taft informed the Board that Mr. Gregory Boyce, Tobacco Agent, had asked Palmer District Court for a continuance for Mr. Nothe’s two violations. It has been granted and the court will let us know of a date in the future.
Trash – Ms. Klick was absent and the Board asked about the complaint of the “free” hot tub/trash report on Lower Hampden Road. Ms. Taft informed the Board that last week, Health Inspector, Lorri McCool, typed a letter to the owners of the property. She did a drive-by inspection and called the office asking that the letter not be mailed out, as there was no trash in bags as reported and the tub could not be moved within (7) days due to the two large snow storms scheduled in our area. The Board stated at the last meeting that this was a zoning issue; however, it was the Zoning Office that called the Board of Health on this complaint they received from Robert Kaddy. The Board felt this was not a health/rodent issue, and asked Ms. Taft not to send
out the letter. If Mr. Kaddy has a problem, then he can come before the Board.

Wells – This was already discussed; Ms. Taft will check on the cost of a uranium test. Also, our office has not received Gary Tessini’s well completion report. Ms. Taft will contact Mr. LaPointe to inform him of this and that an occupancy permit should not be issued to Mr. Tessini.
The Board read the correspondence.
At 8:15 p.m. Mr. Allard moved to adjourn the meeting, seconded by Mr. Bator and voted unanimously.
