Regular meeting of the Monson Board of Health was called to order at 7:35 p.m. by Chairman Dr. Richard Smith. Members present: Gary Allard, Robert Bator and Margaret Harrison. Phyllis Klick was absent.
The Board reviewed the Minutes of October 3, 2007 and Mr. Bator moved to accept the minutes as presented, seconded by Ms. Harrison and so voted.
Board of Health Responsibilities:
Beavers – Mr. Allard had nothing to report.
Body Art Regulations – Mr. Bator had nothing to report.
Bulky Day – Ms. Klick was unavailable so Ms. Harrison updated the Board. She counted the vehicles that passed through and felt that Bulky Day went very well. Officer Jacques was very helpful and Ms. Harrison and Ms. Klick were appreciative of his help. The Committee against casinos handed out literature (which the Board did not sanction) at the driveway.
Communicable Diseases – Mr. Bator brought up the subject of the MRSA bacteria. In some states schools had closed down so they could be cleaned/sanitized. Ms. Harrison stated that basically if you enter a hospital, you would come home with the infection. There were no cases of communicable diseases in Monson. A memo was received from the Senior Center informing departments that flu shots will be given to town employees on October 26th, if they desire to receive one.
Emergency Preparedness – Kathleen Norbut had informed Mr. Allard that several department heads, i.e. Police, Fire, as well as Jeremy Bedson, sometimes do not show up for meetings. Monson Developmental Center does not wish to participate in scheduling mock disasters, etc., until town departments become serious and attend these meetings.
Finances – Dr. Smith had nothing to report.
Floor Drains – Mr. Allard had nothing to report.
Food Safety – Mr. Bator had nothing to report.
Hazardous Waste Day – Ms. Klick was unavailable.
Health Fair – Ms. Harrison had nothing to report.
Housing Safety – Mr. Allard had nothing to report.
Medical Reserve Corps – Ms. Harrison apologized, as she did not attend the meeting last Tuesday. She misunderstood and thought the meeting was to be held on Wednesday. It was suggested by Mr. Allard that department heads meet with the Board of Health for one of their meetings. This may encourage department head participation.
Outdoor Wood Burning Boilers – There have been several requests from owners of OWB’s for permission to start burning, as the nights are getting colder. After discussion, the Board moved, and voted unanimously, that the Board of Health lifts the moratorium on outdoor wood burning boilers allowing burning while the Board awaits approval from the Department of Environmental Protection, with the ban remaining on new outdoor wood boilers.
Press Relations – News release to be sent to the papers and owners of OWB’s to be notified of lifting of the moratorium on burning.
Recycling – The secretary informed the Board that the recycling bins arrived by truck this morning.
Tobacco – Dr. Smith had nothing to report.
Trash – Ms. Klick was unavailable.
Wells – Mr. Allard had nothing to report.
The Board read the correspondence.
At 8:30 p.m. Mr. Bator moved to adjourn the meeting seconded by Ms. Harrison and so voted.
