Regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman Dr. Richard Smith. Members present: Gary Allard, Robert Bator, Phyllis Klick and Margaret Harrison. Also present: Diane and Gary Foster, 116 Thayer Road.
Mr. & Mrs. Foster met with the Board to discuss their abatement request for trash pickup. They have recently put in an in-law apartment for her parents. The Fosters have no children and very little trash is generated. The Board informed Mrs. Foster that their house is now considered a two-family house because of the in-law apartment. They will be billed as such; however, they could apply for a senior abatement for her parents. The Board explained that because there are two kitchens, this might be the basis for determining that the property is a two-family residence. The Fosters could also get a separate hauler/container but the Board cautioned that this would be far more expensive. Mrs. Foster asked how she could be removed from the two-family status. The Board suggested
she contact the Building Inspector, Chip LaPointe, for his determination to see if this is zoned a two-family and what would be necessary to make it a single family home with parents living with them.
The Board next reviewed the Minutes of September 19, 2007 after which Ms. Harrison moved to accept the minutes, seconded by Mr. Bator and voted unanimously.
Board of Health Responsibilities:
Beavers – Mr. Allard had nothing to report.
Body Art Regulations – Mr. Bator had nothing to report.
Bulky Day – Ms. Klick stated that this is all set. The recycling bins will be sold during Bulky Day and the signs have the correct pricing on them, etc. Mr. Allard informed Ms. Klick that he would not be able to attend Bulky Day, as he was coaching two ball games. Dr. Smith stated he would be there at 7:00 a.m. to set up the traffic flow in the correct direction, then he would need to go to work. Mr. Bator and Ms. Harrison will attend. Sandwiches and water have been donated by Adams Supermarket and coffee and donuts from the Woodbine. Ms. Klick informed Board members that EmmaLadd Shepherd had spoken to Dorothy Jenkins informing her she wanted to pass out leaflets in regard to casinos in Massachusetts. No one from the Board of Health has
given her permission to do so. The Board felt that this was not the place to hand out political information. After a brief discussion, Ms. Klick moved that no outside literature was to be handed out during Bulky Day unless the Board of Health provided it, seconded by Mr. Allard and voted unanimously. The Board instructed Ms. Taft to call Ms. Shepherd and inform her of this, as well as send a letter stating same.
Communicable Diseases – Ms. Harrison informed the Board that flu vaccine is now available.
Emergency Preparedness – Mr. Allard informed Board members that the refrigerator in the office would eventually be brought to the Monson Developmental Center.
Floor Drains – Mr. Allard had nothing to report.
Food Safety – Mr. Bator had nothing to report.
Hazardous Waste Day – Ms. Klick informed Board members that there is a large volume of paint that needs to be gotten rid of throughout Town. She guessed approximately 100 gallons. Ms. Klick will try to set up a date whereby oil-based paint, etc. can be disposed of. She will check into this.
Health Fair – Ms. Harrison had nothing to report.
Housing Safety – Mr. Allard had nothing to report.
Medical Reserve Corps – Ms. Harrison reminded the Board that there would be a meeting on Tuesday, October 9th at the Monson Developmental Center.
Outdoor Wood Boilers – Mr. Allard mentioned that there was no wording in the revised regulations mentioning that new OWB’s would be banned as discussed in the August 19th meeting. Therefore, after discussion, Ms. Klick moved to modify the regulations stating this and that current owners must register with the Board of Health and pay a fee of $50.00, seconded by Mr. Bator and voted unanimously.
Press Relations – Dr. Smith had nothing to report.
Recycling – Ms. Klick had nothing to report.

Tobacco – Dr. Smith had nothing to report.
Trash – Ms. Klick informed Board members that the Town now owns property on Fern Hill Road. Trash has been left on the property and Ms. Klick will see what she can do about it.
Wells – Mr. Allard had nothing to report.
Ms. Klick asked Ms. Taft if she would call P & F to remind them that containers are to be brought in on Friday afternoon after school.
The Board signed bills and necessary correspondence.
The Board read correspondence.
Recall received from the Massachusetts Food Protection Program in regard to a large recall of frozen ground beef products.
At 8:30 p.m. Mr. Allard moved to adjourn the meeting, seconded by Mr. Bator and so voted.
