Regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman Dr. Richard Smith.  Members present: Phyllis Klick, Robert Bator, Margaret Harrison and Health Inspector Lorri McCool.  Also present: various residents and members of the press.  Absent was member Gary Allard.

The Board read and reviewed the Minutes of August 15 and September 5, 2007.  Mr. Bator moved to accept the minutes, seconded by Ms. Harrison and so voted.

The Board members held a discussion on the outdoor wood boilers.  Ms. McCool informed the Board that even though the OWB’s meet guidelines, there is no guarantee that they won’t become nuisance problems.  By requiring a permit to be filed by owners of OWB’s, the Board of Health can inspect the boiler periodically to make sure they are run under the rules and guidelines.  The regulations will need to go to Town Counsel and then to the Department of Environmental Protection for their approval. Owners of OWB’s will have (30) days after DEP approval to file a permit with the Board of Health.  Owners will be unable to burn until the regulations are in place and their permits are filed and a fee paid.  Anyone operating without a permit will be considered a public health nuisance.

The following modified regulations were discussed:

        Existing units will be “grandfathered” or allowed but no new installations will be allowed.  
Before operating the boilers, owners must obtain a permit within (30) days, from approval from the DEP.
Units may only be used from October 15th until April 15th, with no year round burning.
If the boilers present a nuisance, the Board can force owners to dismantle or modify the units.
Violation fees will be charged for nuisances and an appeal process will be in place for owners.
Permits will not be transferable if a property is sold.
Seasoned wood must be used in the boilers and Ms. McCool will check to see if moisture content can be measured in the wood.
        
After a lengthy discussion, Ms. Klick moved to accept the regulations as modified, seconded by Mr. Bator and voted unanimously.  Gary Allard was not present and did not vote.

Ms. McCool informed the Board that Kathleen Norbut, Hampden County MRC Coordinator, has applied for two grants for the MRC.  One grant will purchase supplies, flashlights and first aid kits and the other grant is from NACCHO for supplies and training, and is an initial start up grant.

Fifteen or twenty people had attended the MRC meeting tonight at the Library.  There is a training seminar at STCC this Saturday and the Tabletop drill will be upcoming soon.

Ms. McCool had performed a few restaurant inspections recently.  The Norcross House has new owners.

The Board approved and signed Disposal Installer’s Licenses for the following people:
Woloshchuk Enterprises, 22 Zuell Hill Road
        Richard D. Skinner, 193 Butler Road
        Hillview Construction, 17 Warren Road, Brimfield.

An updated Board members list will be typed up and given to the Board.

Board of Health Responsibilities:

Beavers – Mr. Allard was unavailable.
Body Art Regulations – Mr. Bator had nothing to report.
Bulky Day – Ms. Klick informed the Board that everything is going well.  An article will be placed in the newspaper and on M-PACT channel.  We have ordered three roll-off containers and two packers.  There will be a container for the fluorescent bulbs for residents.  Mr. Kology will be asked to set up his tent.
Communicable Diseases – Ms. Harrison informed the Board that she has been informed that it was too late for the Board of Health to order flu vaccines.  However, the nurse at the Wing Hospital will call her at a later date and let her know all information on ordering in the future.
Emergency Preparedness – Mr. Allard was unavailable.
Finances – Dr. Smith had nothing to report.
Floor Drains – Mr. Allard was unavailable.
Food Safety – Mr. Bator had nothing to report.
Hazardous Waste Day – Ms. Klick had nothing to report.
Health Fair – Ms. Harrison had nothing to report.
Housing Safety – Mr. Allard was unavailable.
Outdoor Wood Burning Boilers – Already discussed.
Press Relations – Already discussed.
Recycling – More recycling bins are needed and will be ordered.  The money came from a Revolving Fund.  Ms. Taft will check with the Town Accountant for information on this account.
Tobacco – Dr. Smith had nothing to report.
Trash – Ms. Klick informed the Board that a television had been left on the corner of May Hill and Bumstead Roads.  An older, small portable television had been left for trash disposal at a residence on May Hill Road.  Allied Waste did not pick it up, and it sat outside the house for several weeks, then vanished.  Allied Waste was contacted for a description and the Police Dept. was notified, however, the television vanished.
Wells – Mr. Allard was unavailable.

The Board signed all bills and necessary correspondence.

The correspondence was read.

At 9:00 p.m., Mr. Bator moved to adjourn the meeting, seconded by Ms. Harrison and voted unanimously.
