Regular meeting of the Monson Board of Health was called to order by Chairman Gary Allard at 7:30 p.m.  Members present: Dr. Richard Smith, Robert Bator, Jane Jacobs and Phyllis Klick.

Mr. Bator moved to accept the Minutes of March 21, 2007 with the change of the word bulbs to tubes in the third paragraph of page one, seconded by Ms. Jacobs and so voted.

The Board signed all bills and necessary correspondence.

Discussion followed of the April 12th Health Alert Drill.  Mr. Allard stated he felt the Board of Health should have a pager so all members could be notified quickly in case of an emergency.  Every two weeks some member of the Board would have the pager and the responsibility of contacting other members of the Board in case of an emergency.  Dr. Smith would like to see how the seminar works out for notification.  Mr. Allard will check to see the cost of the pager and the fee for activation.

The Board next discussed a possible upgrade of fees for Bulky Day.  Ms. Klick stated that most of the fees would be left as they are.  However, those who come in with large truckloads of items should be charged, maybe $20.00 per truckload.  Also felt that mattresses should have a fee, as they are so large.  Dr. Smith felt that pickup trucks are all right, but large trucks should be charged.  Ms. Klick informed the Board that she would talk to the Palmer Journal reporter and ask if she would print a list of items that is okay to bring and fees that would be charged to those bringing in large truckloads of trash.  The electronics center will charge approximately $550 for a dumpster.  Two dumpsters will be brought in at a flat fee of $1,100.  Additional charges will be determined at the site if excessive materials are brought to Bulky Day.  P & F will do the metal items.  Additional fees will be charged for extra items.  Ms. Klick felt that small items that can be placed in the trash should not be accepted on Bulky Day, and if brought will be charged as bulk items to encourage residents to throw these in the trash on their usual day.

After discussion, Ms. Jacobs moved that four free bulk items may be disposed of, with fees of $5.00, $10.00, etc. being charged for additional items (roughly the size of a mattress or sofa), a fee to be charged for small items that can be thrown in the trash and building material/construction debris to be turned away and not accepted, seconded by Mr. Bator and so voted.

Mr. Allard informed the Board that Hampden Sign is doing the graphics for the banner for Hazardous Waste Day.  They will be using Monson’s recycling logo and the banner will be paid for through the recycling grant.

The Board briefly discussed the Recycling Grant funds.  Dr. Smith informed the Board that several years ago Arlene Miller of Longmeadow informed the Board that these funds could be used to purchase/pay for many different things.  Therefore, Dr. Smith moved to have an investigation of the Recycling Grant Fund to purchase chairs for the Board of Health office, seconded by Mr. Bator and so voted.

Board of Health Responsibilities:

Beavers – Mr. Allard had nothing to report.
Body Art Regulations – Mr. Bator had nothing to report.
Bulky Day – This was already discussed.
Communicable Disease – Ms. Jacobs had nothing to report.
Finances – Dr. Smith had nothing to report.
Floor Drains – Mr. Allard had nothing to report.
Food Safety – Mr. Bator had nothing to report.
Hazardous Waste Day – The banner art will be sent in for approval.  Tires are being collected on June 2nd.
Health Fair – Ms. Jacobs informed the Board one would be held next year.
Housing Safety – Mr. Allard had nothing to report.
Massage Licenses – Dr. Smith had nothing to report.
Press Relations – A press release will be given to the papers for Bulky Day and a flyer made up.
Tobacco – Dr. Smith had nothing to report.
Trash – Ms. Klick had nothing to report.
Wells – Mr. Allard had nothing to report.

The Board of Health read the correspondence and responded accordingly.

The Board asked the Secretary to contact Allied Waste to see if they could place a container at Margaret Street for Bulky Day to collect the four foot fluorescent tubes that presently go out in residents’ trash.  If so a notice will be placed in the paper and on the flyer that the fluorescent tubes will be collected at this upcoming Bulky Day.

The Board asked Ms. Taft how Lorri McCool was coming on the preparation of the emergency flyer that she is preparing.  Ms. Taft stated that Ms. McCool was working on the pamphlet and would check with Ms. McCool on Thursday when she holds office hours.

At 9:00 p.m. Dr. Smith voted to adjourn the meeting, seconded by Mr. Bator and so voted.
