Regular meeting of the Monson Board of Health was called to order at 7:40 p.m. by Chairman Gary Allard. Jane Jacobs and Robert Bator also present.
The Board reviewed the minutes of February 7, 2007. Mr. Bator moved to accept the minutes with the change to page l. paragraph 6 to read: Mr. Allard stated that if the boilers are installed and run properly, they can run clean, seconded by Jane and so voted.
Ms. Klick entered the meeting at 7:50 p.m.
The Board discussed their strategy in regard to the trash proposal from Allied Waste Services. Allied Waste will be at the Municipal Building on Friday, February 23rd at 10:00 a.m. to discuss their proposal. Casella Corporation has asked if they could present their company’s proposal to the Board of Health. The Board determined that they would wait to see what Allied Waste’s proposal included.
The Board spoke of recycling at the schools. Ms. Klick stated that the schools are presently recycling and have been for some time. Lucy Sherenker did a lot at the schools in regard to recycling and so has Ms. Klick.
The Board discussed the regulations for the outdoor wood burning boilers. This meeting will finalize the regulations, with final comments/corrections to be made at the next meeting. Town Counsel will then review and the Board will hold its public hearing.
Several details were discussed and incorporated into the regulations, i.e. the best burn segment, which had been eliminated previously, was re-added. Also the section on seasoned wood was updated to wood that has been cut and dried at least 6 months. The section that mentioned wood fuel was incorporated from the best burn segment and the paragraph in regard to a vacant building lot was added. If a new house is constructed within 250 feet of the buffer zone, the new house shall take precedence, and the OWB would have to be relocated or removed to meet Monson’s regulations/guidelines.
After discussion, the Board agreed on the updated rules/regulations and asked that the secretary make the necessary corrections for a final review of the regulations for the meeting of March 7th.

Beavers – Mr. Allard had nothing to report.
Body Art Regulations – Mr. Bator had nothing to report.
Bulky Day – Ms. Klick had nothing to report.
Communicable Disease – Ms. Jacobs had nothing to report.
Finances – Dr. Smith was not in attendance.
Floor Drains – Mr. Allard had nothing to report.
Food Safety – Mr. Bator had nothing to report.
Hazardous Waste Day – Ms. Klick stated it will be held on June 2nd and the Connecticut company will be used.
Health Fair – Ms. Jacobs had nothing to report.
Housing Safety – Mr. Allard had nothing to report.
Massage Licensing – Dr. Smith was not in attendance.
Press Relations – Dr. Smith was not in attendance.
Recycling – Ms. Klick had nothing to report.
Tobacco – Dr. Smith was not in attendance.
Trash – Ms. Klick informed the Board that the office received a phone call from Len Remaly on Hovey Road in regard to unusual sized tires left in black trash bags. Someone had previously dumped trash/furniture in this area and the town had picked it up. Mr. Remaly will be called and asked to put the tires by the side of the road and the town-wide cleanup group will pick it up.

The Board read the correspondence.
Ms. Klick asked Mr. Allard if he would look for the banner for the Hazardous Waste Day at his house and Mr. Allard stated he would.
The next Emergency Management Meeting will be held on February 28th at 10:00 a.m. Jane Arthur of the Monson Developmental Center will be contacted and informed of the meeting.
Lorri McCool will provide other departments with the template the Board of Health used for their Coop Plan.
At 9:40 p.m. Mr. Bator moved to adjourn the meeting, seconded by Ms. Jacobs and voted unanimously.
