Regular meeting of the Monson Board of Health was called to order at 7:30 p.m. by Chairman Gary Allard.  Members present: Dr. Richard Smith, Robert Bator, Jane Jacobs and Phyllis Klick.

The Board read and reviewed the minutes of December 6, 2006.  Mr. Bator moved to accept the minutes with the following corrections: first page, next to last paragraph – change Mr. Allard attended the meeting as an observer to read Mr. Allard attended the meeting as a representative of the Board of Health; and page 2, update of responsibilities under beavers – change to: A licensed trapper may use state-approved traps and if beaver dams are to be breached, the Conservation Commission must be contacted, seconded by Dr. Smith and voted unanimously.

The Board next discussed rules and regulations for outdoor wood burning boilers.  Mr. Allard brought in and presented copies of “best burn practices” on the Mahoney stove.  Previously the Board had received copies of the Town of Hardwick’s rules and regulations in relation to the outdoor wood burning boilers.  After discussion the Board determined that they would use Hardwick’s rules/regulations as a template and incorporate the Mahoney stove information, with a change to read that the stove must be 50 feet from a house it is serving, with outbuildings heated as per manufacturers specifications, 300 feet from a neighboring residence and 25% of the height of the eave line of a neighbor, plus an additional 2 feet.

A fee for inspection was discussed.  Health Inspector, Lorri McCool, will be asked what the heating season is by law and also her opinion on the amount of a fee for inspection of the wood boilers.  Ms. Taft will be asked to speak to Ms. Neggers to request if Town Counsel could review the document.

The Board next discussed the trash contract.  After a final discussion, Dr. Smith moved to accept the changes made to the trash contract for solid waste collection, seconded by Ms. Jacobs and voted unanimously.  A copy will be given to the Board of Selectmen for their perusal.

Next order of business was the topic of a confirmed case of rabies on a feline owned by Susan Snaith of 67 Margaret Street.   This information will be passed on to the school nurses to alert them to this issue; Police Chief Stephen Kozloski will be informed that the school nurses have received the information and a memo will be sent to the Board of Selectmen letting them know that this is being done.

After discussion, Ms. Jacobs moved to appoint Catherine (Jackie) Mitchell as the Board of Health Emergency Preparedness Volunteer Coordinator, seconded by Mr. Bator and so voted.

The Board had received a copy of a trash abatement from the Collector’s office for Celeste Gould at 70 Carpenter Road.  The trash bill for the property was outstanding for the years of 1993, 1994, 1996, 1997, 1998 and 1999.  After review of the rules and regulations on the abatement process, the Board determined that they couldn’t abate for previous years’ bills.  Dorothy Jenkins, Town Collector, will be notified of the Board’s determination.   Ms. Gould can meet with the Board of Health.

Communicable Diseases – Positive rabies case of feline, etc. already discussed.
Finances – Dr. Smith had nothing to report.
Floor Drains – Mr. Allard had nothing to report.
Food Safety – Mr. Bator had nothing to report.
Hazardous Waste Day – Ms. Klick had nothing to report.
Health Fair – Ms. Jacobs reported next one would be in 2008.
Housing Safety – Mr. Allard had nothing to report.
Massage Licenses – Dr. Smith had nothing to report.
Press Relations – Dr. Smith had nothing to report.

Recycling – Ms. Klick had nothing to report.
Tobacco – Dr. Smith had nothing to report.
Trash – Ms. Klick informed the Board of one issue on Country Club Drive where resident alleged driver of trash truck ran over bag and garbage was strewn over the street.  Allied Waste will be contacted and informed of alleged incident.
Wells – Mr. Allard had nothing to report.

The Board next read correspondence.

Ms. Jacobs informed the Board that correspondence/information from The Caitlin Raymond International Registry was received in regard to the possibility of the Board of Health sponsoring a marrow donor registration drive.  Ms. Jacobs asked the Board for their opinion and there was no interest in sponsoring such a drive.

Mr. Allard presented information he had accumulated in regard to pandemic flu preparedness for residents. This information should be placed as a link on our web page for the public, with copies to the Monson Free Library, Adams Supermarket, Monson Senior Center, the post office and the Monson Savings Bank.  Ms. McCool will be asked if money is still available from the Hampden County Coalition for the plastic upright stands/holders to place the information for display.

At 9:00 p.m. Ms. Jacobs moved to adjourn the meeting, seconded by Dr. Smith and so voted.
