MONSON BOARD OF HEALTH
WEDNESDAY, JUNE 6, 2001
The regular meeting of the Board of Health convened at 7:30 p.m. In attendance were Lucy Shrenker, Dr. Richard Smith, Richard Klick, Jane Jacobs and Robert Bator.
It was voted unanimously to approve the list of license renewals for Milk/Cream, Funeral Director and the Manufacture of Frozen Desserts.
Kimberly Day attended the Board of Health meeting regarding the License to Practice Massage she was applying for. She was asked when she graduated, where she will be working and the hours she will be working. Ms. Day replied, she graduated on May 21st, will be working at 175 Main Street and will be working basically on an on call basis. Dr. Smith asked the other Board of Health members if there were any other questions for Ms. Day. There weren’t any. The Board of Health moved to approve the License to Practice Massage as presented. The license was signed at the end of the meeting and Ms. Day was notified the next day by telephone she could pick up her license.
Ms. Shrenker said two people who were to attend the Board of Health meeting, regarding the discussion of mosquito control, were unable to attend, putting this item on hold until the next meeting, on June 20th. It was agreed to ask someone from the Conservation Committee to also attend this next meeting.
There was a discussion regarding the West Nile Virus and mosquitoes. Ms. Jacobs agreed to initiate a press release to notify the public, if a dead bird is found, to call the 1-800-number for the state. The state will decide whether or not they want the bird. If it is decided they do want the bird, Lori McCool will pick up the bird and bring it to the Police Department to be place in refrigeration. Mr. Klick said he is willing to pick up the birds in Ms. McCools’ absence, if she is on vacation, not feeling well or unable to do it for any other reason.
It was agreed to make up posters and flyers regarding the West Nile Virus. Ms. Shrenker said Ms. McCool asked if flyers could be distributed in the schools to the students. Ms. Jacobs said she will take care of the newspaper article, posters, etc. and will distribute these items to the Senior Center, Library, Town Building and to Armata’s (now the new Adams IGA). Mr. Bator said he would get together with Ms. Jacobs to come up with something to put on the posters, etc.
Ms. Shrenker said to bring the flyer up to the School Department to ask about sending it home with the students. Ms. Jacobs said she would handle that task also.
Ms. Shrenker stated further discussion regarding the mosquitoes would take place at the next meeting.
Dr. Smith said another Health Fair is planned for next year. This year 41 people responded to the Health Fair evaluation. Ms. Jacobs said the Health Fair was not advertised early enough for a large turnout. Mr. Smith said he spoke with M-PACT and wrote a letter on Board of Health stationary with no response.
Ms. Jacobs asked Mr. Klick about the 180 tires Blanche Burnham had for Household Hazardous Waste Day. Mr. Klick stated Ms. Burnham wanted him to bring the tires to the Highway Garage in his truck. Mr. Klick said they were dirty and he would have to hose them off. Mr. Klick stated he saw 20or so tires when he walked from her trailer forward. Mr. Klick spoke with Chip LaPointe, the Building Inspector, and Mr. LaPointe stated there were a few tires in the back. They don’t know where the 180 tires came from. Mr. Klick stated he asked the company picking up the tires, when they come to the Highway Department to pick up the tires, if they would also go to Ms. Burnhams’ house to pick up the 180 tires she has. Mr. Klick was told they would pick up the tires if Ms. Burnham had a certified check to cover the cost.
They were picked up and the situation is all set now.
Dr. Smith stated next year the Board of Health needs to be more specific regarding the prices for tires by the size of the tire, charging more for larger tires.
Ms. Shrenker said there were maybe 400 cars that came to the Household Hazardous Waste Day on Saturday, June 2nd, costing a little over $5,000.00 for Safety Kleen, which will be paid for by the Division of Hazardous Waste Fund. There were 75 propane tanks costing $5.00 each and 40 small ones at $4.00 each to Safety Kleen to get rid of. There were 900 gallons of oil. Forty batteries were also collected, which P & F can’t take because they contain lead cadmium. Ms. Shrenker said the Board of Health would have to find an avenue to dispose of these, which will cost. There were 12 to 15 people from Palmer, 2 from Longmeadow and no one from Wilbraham.
The propane tank recycling, Highway Department labor, materials expenses, oil disposal and the tire disposal will be paid out of MRIP Grant money. Funds collected for the tire disposal will go to the General Fund and the Board of Health will have to ask at the next Town Meeting to appropriate funds plus the $6,000.00 from MRIP Grant money that is now mistakenly in the General Fund.
Mr. Klick said someone would be coming on Friday, June 8th, to pick up the propane tanks. Ms. Shrenker said the company wanted someone to count the tanks prior to Friday. Mr. Klick said he would.
Ms. Shrenker stated Hazardous Waste Day could be a dangerous place as one person came in with a case of ether and cars were coming in with all kinds of chemicals in them.
Mr. Klick stated with the last minute notices and advertising, they still had all they could handle and the Monson Highway Department did a very good job and never stopped working.
Dr. Smith suggested putting the figures in the newspaper and to thank the Highway Department and Arleen Miller for her work there.
Ms. Shrenker reminded Mr. Bator and Ms. Jacobs their terms are coming up for reappointment June 30th. Mr. Bator stated that he plans to serve another term and Ms. Jascobs plans to serve at least part of another term.
Ms. Shrenker stated the Body Art is finalized.
The bills were signed and the meeting was adjourned at 9:15 p.m.
