MONSON BOARD OF HEALTH
WEDNESDAY, JUNE 20, 2001

The regular meeting of the Board of Health convened at 7:30 p.m. In attendance were Lucy Shrenker, Richard Smith, Richard Klick, Jane Jacobs and Robert Bator. Deborah Mahar, the Town Accountant, also attended this meeting.

Minutes of the June 6, 2001, meeting were accepted. Plans were made to cancel the July 4, 2001, Board of Health meeting with the members asked to check their packets before this date. Ms. Shrenker will be out of town until July 16th. The next meeting will be held on July 18th.

A discussion ensued with the Town Accountant, Deborah Mahar, about improving the accounting system and budget reporting system for the next fiscal year.

Ms. Mahar advised the Board of Health to submit three articles for the next Annual Town Meeting. The Board of Health agreed to do the following:

Set up a General 53E1/2 Revolving Fund for the purpose of collecting money from citizens town wide (not just those on the town trash program), to pay the cost of recycling refrigerators, propane tanks, tires, etc. The specific’s can be worked out later.
Request at Annual Town Meeting for the money collected from people recycling tires at June 2001 Bulky Day, a total of approximately $545.00 (for the purpose of paying the cost of recycling their tires) is reimbursed to the new 53E1/2 revolving fund. This money ended up in the General Fund and the bill was paid from the MRIP Grant Account.
Place an article at the Town Meeting to request the transfer of the $6,----- from the first three payments of the MRIP Grant, which ended up mistakenly in the General Fund before Ms. Mahar became aware of the need to set up a separate MRIP Account.
Plan to meet with the Finance Committee at their Budget Meeting in February or March 2002, to ask for the annual $5,000.00 Hazardous Waste Budget line item to be $7,000.00 for the year of the bi-annual hazardous waste collection.  $3,000.00 would be needed for the off year to cover the cost of Monson hazardous waste collected at Wilbraham, Palmer and Longmeadow’s hazardous waste collections, according to our reciprocal agreement.
Plan to check with Arleen Miller as to whether MRIP Grant money could be used to purchase traffic safe windbreakers with the Board of Health logo, for Board of Health members to wear at Bulky Day and Hazardous Waste Day, to identify them as Board of Health members.
Request Ms. Mahar to report on all of the Board of Health accounts monthly.

Dr. Smith and Ms. Mahar plan to meet before the next scheduled Board of Health meeting to discuss these items further.

A discussion followed about the mid-June Youth Access to Tobacco compliance check, which was made with a 16 year old youth. All retail stores checked ID and no sales were made. A copy of the new training materials, sent to all tobacco venders to help them differentiate between a 17 year olds ID and an 18 year olds ID, was examined.

Mosquito control for the West Nile Virus was discussed. The plan to make these decisions with the Highway Department and Parks and Recreation was abandoned due to their inability to attend the last two scheduled meetings to which they were invited to discuss this, and the need to act quickly. Funds will be available July 1st and larvicide briquettes must be chosen and ordered quickly.

Mr. Bator and Ms. Jacobs will help advise Ms. McCool, since each have attended the MDPH meetings on the West Nile Virus control, and make all the decisions together.

Mr. Klick and Stanley Klisiewicz, from the Highway Department, each are licensed to apply larvicide, will dispense briquettes when and where advised. The Conservation Commission will be consulted also.

Pamphlets on the West Nile Virus have been distributed to the schools with each student taking them home. Pamphlets will be distributed to the Library, Senior Center and Monson Savings Bank as well. Ms. Jacobs will arrange a press release once decisions have been made. All arrangements for submission of dead birds for surveillance have been made. If Ms. McCool is unavailable to collect the birds, Mr. Klick will do it. The web site www.state.ma.us/dph will post daily reports of birds testing positive with the West Nile Virus. All questions or problems related to this subject should be sent to Ms. Jacobs or Mr. Bator.

In response to the memo from the Monson Water Department that water will be shut off at two addresses, Mr. Bator will attempt to contact the owners to avoid any possible health problems before the proposed shut off date.

In response to the memo from Ms. Neggers about the oil tanks at the Highway Department, all efforts have been made for their speedy removal.

Plans were made to schedule all yearly Board of Health events before September.

Correspondence was signed and the bills were initialed.
