MONSON BOARD OF HEALTH
WEDNESDAY, JULY 18, 2001

The regular meeting of the Board of Health convened at 7:30 p.m. In attendance were Lucy Shrenker, Jane Jacobs, Dr. Richard Smith, Richard Klick and Robert Bator.

Mr. Roger Harris of 215 Main Street approached the Board of Health regarding a trash abatement he is seeking. Mr. Harris stated a dumpster has been at the site. McNamara has supplied and emptied the dumpster in the past. Mr. Harris stated after McNamara went out of business he had BFI. Mr. Harris said the house has been empty for a year and a half now and the property has been sold. Mr. Harris has paid a trash bill of $5,300.00 with the town when he sold the property and wants the money back. Mr. Klick stated he has seen the dumpster there and knows the place has been vacant. Mr. Klick stated awhile back, the people were overfilling the dumpster and he had to take pictures of it.

Ms. Shrenker stated, and the other Board of Health members agreed, if Mr. Harris could show receipts or invoices for the dumpster while someone was living in the house, it could be abated. Mr. Harris stated McNamara is out of business now, but maybe he could get something from BFI. Ms. Shrenker suggested Mr. Harris speak with the Town Collector, Dot Jenkins, to see what information she might have regarding this. It was agreed at the next Board of Health meeting, the members would look everything over and get back to Mr. Harris to let him know if more information is needed or if they were able to reach a decision.

The next Board of Health meeting, scheduled for August 1, 2001, Ms. Shrenker and Ms. Bingle will not be able to attend. It was agreed to hold the meeting if something important came up, but not to hold it if nothing important needed doing. The meeting of August 15th will be held as scheduled.

Mr. Bator stated, after being unable to reach them by phone, he sent a letter to each resident who was about to have their water turned off for failure to pay their bill. He received no response and sent a memo to the Monson Water Department advising them to go ahead.

Dr. Smith stated he spoke with the Town Accountant, Debi Mahar. Ms. Mahar told Dr. Smith the only way to get the funds for the tire recycling is to go to the Annual Town Meeting next May. Ms. Mahar has found the money from the Recycling Grant, approximately $6,665.00, in the Enterprise Fund. There is no problem in transferring this money to recycling, and it won’t need to go to a Town Meeting (only the money for tires will need to go to a Town Meeting).

Dr. Smith said he has checked into the cost of jackets for the Board of Health members to wear at Bulky Day, Hazardous Waste Day, etc. so that people will recognize them. The cost of a jacket with the logo “Monson Board of Health” embroidered on the left chest is $18.50 each. The cost of having “Monson Board of Health” written across the back of the jacket is $23.00 each. To have the logo “Monson Board of Health” embroidered on the left front chest and across the back is $26.00 each. There was a discussion of lightweight for the summertime vs. the winter months or cooler weather. Ms. Jacobs suggested maybe purchasing raincoats. It was agreed to check in the jackets further.

The Board of Health members agreed to have all mail sent to the office for Gaylin to open, date stamp, make copies for the other Board members and to call the person the mail was addressed to if it is something important.

A discussion took place regarding a secretary to do a lot of the office duties, take care of the grants and to keep track of the recycling, etc.

Mr. Klick showed a letter he wrote to Police Chief Joseph Rebello, who is leaving the Monson Police Department for a position as Police Chief in the town of Stow, after nine years, thanking him for his help in the past at the Bulky Day’s and Hazardous Waste Day’s. All the Board of Health members signed the letter.

The tentative date of October 20, 2001 was set for the fall Bulky Day. It was agreed upon unanimously by the Board of Health members to always hold the fall Bulky Day on the third Saturday in October, the spring Bulky Day will always be held on the third Saturday in April, and the Health Fair on the first Saturday in May. The Board members agreed unanimously to hold the next Bulky Day on April 20, 2002 and the next Health Fair on Saturday, May 4, 2002.

Mr. Klick stated he still has batteries that he can’t get rid of from Hazardous Waste Day. Ms. Shrenker and Dr. Smith both agreed to use the Recycling Fund to get rid of the batteries.

On the West Nile Virus up-date, Ms. Jacobs reported one dead bird was found in town on Town Farm Road. Lakeville and Andover Massachusetts had one positive bird each.

Mr. Klick ordered the Altosid XR Briquettes from Vopak. The price quoted was $350.85 for a case of 220 briquettes. However, the day after the order was placed, the Board of Health Office received a telephone call from the company stating the price was misquoted and should have been $530.85 per case. Instead of the original three cases ordered the order was cut down to two cases. Ms. Jacobs said the briquettes would be dispensed as soon as the Highway Department has the time do it. Ms. Jacobs said she put an article in the Palmer Journal and there are flyers all over town. Ms. Jacobs said the Conservation Commissions stated the wetlands could not be touched only catch basins.

The bills were signed and the correspondence was looked over.

Two handbooks were ordered from Mass. Association of Health Boards. They were the handbook for Boards of Health and a handbook for Community-Based Health Fairs.

Mr. Bator made a motion to adjourn the meeting at 9:40 p.m. Ms. Shrenker seconded the motion.
