Open the Meeting: The meeting was called to order at 4:15pm.
Accept the Minutes: A motion was made by Michael and seconded by Allan to accept the minutes of November 19, 2012. The motion passed unanimously.
Second Meeting: A motion was made by Allan and seconded by Michael to cancel the meeting scheduled for December 17, 2012.
OLD BUSINESS:
- The Board discussed the salary rate of the principal assessor. The principal assessor informed the board that she spoke with Mrs. Mahar regarding the terms of her position when she was hired. Mrs. Mahar informed the principal assessor that the agreement was, upon receiving certification, the principal assessor would then be entitled to the stipened, not an increase in pay. The Board members disagreed with that statement.
- The Board reviewed the correspondence from the planning board and the conservation commission regarding the properties owned by Mr. Pekala. The board will not be combining these properties based on the information they received and the board instructed the principal assessor to send a copy of the letters to Mr. Pekala.
NEW BUSINESS:
The Board reviewed and signed the forms for the Fiscal Year 2013 Recap.
The Board voted and approved the following Motor Vehicle Abatements:
- 2012 Abatements in the amount of $155.52
The Board denied 3 motor vehicle abatement applications.
The Board voted and approved the following Real Estate/CPA Exemptions:
- 51 – Clause 22 Veteran exemption in the amount of $20,400.00/$612.00
- 1 – Clause 22A Veteran exemption in the amount of $600.00/$18.00
- 10 – Clause 22E Veteran exemption in the amount of $10,000.00/$262.04
- 2 – Clause 37 Blind exemption in the amount of $1,000.00/$30.00
- 10 – Clause 41C Elderly exemption in the amount of $7,500.00/$295.80
- 1 – Clause 42 Surviving Spouse exemption in the amount of $4,445.89/$88.41
The Board denied 2- 41C Elderly exemption applications.
The Board reviewed and signed the following Chapterland applications:
- 1 Chapter 61A– FY14 Agricultural/Horticultural Land
The Board reviewed and signed the following Chapterland liens:
The Board reviewed and signed the following Warrants:
- FY13 Personal Property in the amount of $247,340.67
The Board received a proposal from Bishop & Associates for the FY2014 revaluation program in the amount of $9,900.00 with an additional cost of $2,500 for the 25-50% residential field review, as required by DOR. The Board discussed this and instructed the principal assessor to get clarification on the $2,500 fee. The board agreed to accept the proposal for the $9,900.00 and depending on the inquiry of the field review cost, to accept or opt out and conduct the field review in house.
The Board reviewed a property on Waid Rd. In 2008 the property had a reduction in value based on information regarding the inability to develop the property as a building lot. It has come to the attention of the Board that earth has been brought in and a cellar has been dug out. The board instructed the principal assessor to send a revised bill for full value for Fiscal 2013.
The Board discussed the possibility of conducting meetings via conference call due to the fact that some members have upcoming commitments that may prevent them from being in town for the meetings. The board instructed the principal assessor to contact the Secretary of State’s office to find out if this would be possible.
The Board was updated on miscellaneous items.
The next meeting was scheduled for Monday January 14, 2012 at 4:15pm.
