Board of Assessors
Thursday, October 23, 2008

Members Present: Chairman Russell A. Bressette Jr.; Assessors Craig Benoit and Allan E. Curtis
Members Absent:  
Principal Assessor: Diane L. Hildreth
Open the Meeting:  The meeting was called to order at 10:30 a.m.  
Accept the Minutes: A motion was made by Craig and seconded by Allan to accept the October 9, 2008 minutes as written.
 
OLD BUSINESS:  

ATB:  The board discussed the upcoming ATB cases and will have Diane attempt to schedule a meeting with each applicant.

Clause 18A Temporary Financial Hardship Tax Deferral:  The board established a criteria to use as a guideline for applicants applying for Clause 18A.  This criteria is a guideline only and each application will be based on its own merit. A motion was made by Craig to accept the Clause 18A criteria as written and seconded by Allan.  Motion passed unanimously.

Mapping Maintanence Fee:  More research is needed to continue to pursue the proposed mapping maintanence fee.  Diane will continue to investigate alternative approaches for funding this necessary line item.

NEW BUSINESS:

Excise: The board approved the following Motor Vehicle and Trailer Excise Abatements: 2008 in the amount of $208.75 and 2006 in the amount of $56.67

LA-4, LA-13 & LA-15: The LA-4, LA-13 & LA-15 was reviewed and resigned due to changes.  These state forms are currently in the review process at DOR via Gateway for approval.
 
Chapterland Application: All chapterland applications put before the board were approved.  Also signed and notarized were 4 chapterland liens.

Budgets:  Due to the expected economic shortfall the town is looking at spending freezes as early as next week.  The office is now putting together FY 2010 budgets along with reviewing potential cuts for FY2009.

NEXT MEETING: The next meeting has been scheduled for Thursday, November 6, 2008 @ 10:30 a.m.

ADJOURN: At 12:40 p.m, a motion was made by Craig and seconded by Russell to adjourn.  Motion passed unanimously.
