Open the Meeting:  The meeting was called to order at 10:30 am  
Accept the Minutes: A motion was made by Craig and seconded by Russell to accept the June 10, 2008 minutes as written.  

OLD BUSINESS:

Mapping Maintenance Fee:    On hold at Planning Board

NEW BUSINESS:

Excise: The board approved 2008 Motor Vehicle and Trailer Excise Abatements in the amount of $2,882.11; 2007 Motor Vehicle and Trailer Excise Abatements in the amount of $37.50; 2006 Motor Vehicle and Trailer Abatements in the amount of 39.37.
 
Real Estate: Approved were the following Preliminary Warrants to the Collector: FY 2009 Real Estate Warrant in the amount of $4,509,769.47; FY 2009 Personal Property Warrant in the amount of $114,510.72; FY 2009 CPA Warrant in the amount of $75,809.22

Chapterland: The Board approved and signed a Partial Lien Release for 30 acres on Bumstead Road owned by Cardano.  Cardano sold this backland to an abutter who kept it in Chapter 61B.  The Board will give a seminar on all the new legislation, office policies and valuation practices on Chapterland to be held on September 4, 2008 at 7pm at the Town Office Building.  A letter will go out to all current applicants in the program.  Also discussed was land currently holding an Agricultural Preservation Restriction (APR).  The board will request to meet with two property owner to determine where their APR acreage is on their property and the need to supply gross sales income on the land that is not under the APR.

Clause 18A Temporary Tax Deferral:  The office had a recent inquiry on the new Clause 18A Temporary Tax Deferral.  The board will need to establish specific criteria for determining whether a taxpayer meets the statutory standard for financial hardship in the same manner as Clause 18 hardship exemption to older taxpayers who are sick or disabled and of limited means.

FY 08 Supplemental Tax Notices: Notices went out to 22 taxpayers regarding supplemental taxes.  This commitment will be submitted to the Collector in August.

New Growth/Telephone & Telegraph Co: Preliminary growth numbers were discussed along with the need to raise and reserve in the Overlay account any additional growth for Telephone and Wireless companies due to an anticipated appeal of the Verizon Order (assessing all overhead wires and poles).  Some wireless companies have not submitted their Form of List for FY 2009.  Letters requesting this form has been sent by certified-return receipt mail.

Office Updates:  Mapping should be back in house by mid July.  Sales analysis should complete by next meeting along with the LA-4, LA-13 & LA-15.  One formal ATB hearing received for FY 2008.  The deadline for filing ATB hearing has passed.  There are eight ATB cases for FY 2008.  UMASS Summer School August 4-8, 2008.  Diane and Allan will be attending.

NEXT MEETING: The next meeting has been scheduled for Thursday, August 21, 2008 @ 10:30 am.
