Open the Meeting: The meeting was called to order at 9:30 am.
Accept the Minutes: A motion was made by Craig and seconded by Russell to accept the minutes of March 26, 2008. Motion passed unanimously.
OLD BUSINESS:
NEW BUSINESS:
Excise: The board approved 2008 Motor Vehicle and Trailer Excise Abatements in the amount of $3,336.95; 2007 Motor Vehicle and Trailer Excise Abatements in the amount of $1127.40.
Exemptions: The board reviewed and approved one exemption application.
Parcel Splits and Mapping Update: The Board discussed establishing a policy on parcel splits received and the need of recording the plan. Diane will follow up with the Building Inspector to see if recording the plan it is a prerequisite to receive a building permit.
Chapterland Update: During the review of all chapterland there are many parcels with excess frontage that should be assessed at fair market value and then the chapterland value applied accordingly. These parcels will be updated and a thorough review to ensure consistency in valuation be applied to all properties under Chapterland classification. Diane will draft a Chapterland policy and required documentation for the assessors review. Once formalize, Craig proposed the office hold a informational meeting of all taxpayers assessed under Chapters 61, 61A & 61B to discuss the new legislation in affect for FY09 and any new requirements.
Office Updates: The tax map project is progressing. We have finished proofing the first 100 maps. The progress of combining parcels has moved forward along with combining the Chapterland parcels. Diane will start reviewing all 2007 sales along with the Quaboag Condo’s. Parcel splits for FY09 is currently taking place to be ready for Preliminary tax billing for FY 09. Diane will be attending the Spring Conference April 15th – 17th.
