Open the Meeting: The meeting was called to order at 9:30 am.
Accept the Minutes: A motion was made by Craig and seconded by David to accept the minutes of March 12, 2008. Motion passed unanimously.
OLD BUSINESS:
FY 07 Appellate Tax Board-Hatch: This hearing has been rescheduled at the taxpayer’s request. The new hearing date has been set for May 13, 2008.
288 Main Street: The Board of Assessors met with Selectmen Edward Harrison who gave an update on Tower View LLC. Harrison and Andy Scott, owner of 288 Main Street continue discussions on a possible Special Tax Assessment Agreement. If a special tax agreement is proposed this would have to go before town meeting approval. The assessors made a site visit to this property back in December of 2007 to see the condition at the time of sale knowing that this property has been lacking maintenance. Tower View LLC has submitted an abatement application for this property and the assessors determined the assessment is in need of an adjustment. A motion was made by David and seconded by Craig to adjust and abate the value to not less than one million. Motion passed
unanimously.
NEW BUSINESS:
Excise: The board approved 2008 Motor Vehicle and Trailer Excise Abatements in the amount of $2,738.14; 2007 Motor Vehicle and Trailer Excise Abatements in the amount of $17.50. The board also approved the following Motor Vehicle Excise Commitment Warrants: Commitment 2 of 2008 in the amount of $76,783.87; Recommitment 1A of 2008 in the amount of $1,436.25; Commitment 8 of 2007 in the amount of $2,090.10; Recommitment 4A of 2007 in the amount of $125.21.
Exemptions: The board reviewed and approved two exemption applications.
Abatement Applications: Four abatement applications were approved by the board. One abatement application remains to be acted upon.
Office Updates: The tax map project is progressing. The progress of combining parcels has moved forward. There are approximately 250 parcels that will be deleted with the acreage added to the main parcel. Then the staff will start combining the Chapterland parcels. A letter will be sent to notify taxpayers on the parcels affected by this action.
Today is be the last meeting for Assessor David Royce. The board took time to thank David for his years of service and wished him a happy retirement.
NEXT MEETING: The next meeting has been scheduled for Wednesday, March 26, 2008 @ 9:30 am.
ADJOURN: At 11:45 a.m., a motion was made by Russell and seconded by Craig to adjourn. Motion passed unanimously.
