Board of Assessors
Wednesday, January 16, 2008
Members Present: Chairman Russell Bressette Jr., Assessors David Royce and Craig Benoit

Open the Meeting:  The meeting was called to order at 9:30 am.
Accept the Minutes: A motion was made by David and seconded by Craig to accept the minutes of December 19, 2007.  Motion passed unanimously.

OLD BUSINESS:


NEW BUSINESS:

Excise: The board approved the following Motor Vehicle and Trailer Excise Abatements; 2007 MVE in the amount of $371.14; 2006 MVE in the amount of $114.38; 2005 MVE in the amount of $125.00.  2003 Uncollectible Motor Vehicle and Trailer Excise as requested by the Collector were approved with the knowledge that these abated excise remain marked at the RMV for non-payment.

Section V Excise:  Excise under Section V will now be sent from the Registry directly to Jeffrey and Jeffrey to be processed in the same manner as all other excise commitments.

Assessors Notice: The board signed the Assessors Notice to inform residents that any individual, business, second-home owner and exempt entities that the Forms of List and/or 3ABC’s are due by March 1, 2008 for the upcoming fiscal year.

Apportionments: The board signed an apportioned assessment for property located at 106 Boston Road West.  Also signed was the Notice of Divided Assessment to be sent to each owner of this property.  Due to the lack of survey exact acreage and metes and bound cannot be determine.  Both buyer and seller are in agreement of the acreage and will split the property to this agreement.  Both are aware that if acreage or boundary lines are in dispute in the future a survey of the property will be necessary.

Statutory Exemptions: The board approved three Clause 22 Veterans in the amount of $1,200 and four Clause 41C Elderly exemptions in the amount of $3,000.  The monthly Exemption and CPA Exemption report was also signed.
Chapterland: Brazas land swap.  A Chapter 61A rollback tax along with a Statement as to the rollback amount as requested by Attorney Buckley was signed.  A Partial Lien Release has been prepare and signed to be recorded at the Hampden County Registry of Deeds once the rollback has been paid.

Abatement Applications: All abatement applications put before the board was approved.    One area of discussion focused on land with influences and the need to review all parcels that have an influence factor on it.

Office Updates:  Tax mapping moving slowly due to outdated information on old maps being transferred to new maps.  Abatement inquiries continue and each taxpayer is encouraged to review the property card for accuracy.  If erroneous information is found we encourage they apply for an abatement and once an interior/exterior inspection is completed the abatement will be put before the board.  The office is trying to combine all chapterland cards with their parent parcel.  Previously, these parcels were split due to the CLT system inability to store both residential and chapterland on one card.  This year we will also try to determine how many taxpayers receive several tax bills for parcels that are all on one deed.  The plan to incorporate these parcels will decrease the amount of property cards to maintain and decrease the amount of bills to be sent each year.  

NEXT MEETING: The next meeting has been scheduled for Wednesday, January 30, 2008 @ 9:30 am.  This meeting is tentative and will be cancel if there is a lack of business.  If canceled the next scheduled meeting will be Wednesday, February 6, 2008 @ 9:30 am.
