Town of Monson
Board of Assessors
Wednesday, July 25, 2007
Meeting convened at 3:30 p.m.
In attendance:  Russell Bressette, Chairman
                David Royce, Assessor
                Diane Hildreth, Principal Assessor

The minutes from the June 13, 2007 meeting was approved as written.

The board approved the 2007 Motor Vehicle and Trailer excise abatements in the amounts of  $2,077.22, 2007 MVE Commitment #4-$51,496.44; 2006 MVE Commitment #10-$22,100.07; 2007 MVE Recommittment 2A-$443.75; 2006 MVE Recommitment 3A-$810.00; 2005 Recommitment # 3A-$28.75.  The board also vote to abate Uncollectible personal property as request by the Tax Collector as follows: FY 2005 -$19.14; FY 2006- $82.31; FY 2007-$36.20.  The Omitted and Revised Assessment Report for FY 2007 was approved and will be forwarded to the Division of Local Services.

The Board reviewed the two ATB filing received since our last meeting.  The member voted to authorize the Principal Assessor to negotiate with the appellant of 134 Upper Palmer Road.  The members will continue to keep abreast of the further developments of both.

Diane suggested that a policy be established in regards to the date to begin accepting chapterland applications each year.  The Massachusetts General Laws for each chapter are different so in order to act upon each application within the prescribe deadline of 3months an application date to start accepting applications will be determined.  This will be reviewed in a future meeting.

The Chairman signed two Chapter 61/61A Forest Certificates to verify a Chapterland lien is in place.  One certificate was tabled until the new application is received and a lien is recorded at the Registry of Deeds.

The Board discussed various issues that have come up in the revaluation process.  These talks will continue as the revaluation progresses.

The board reviewed all correspondence received since the last meeting.

The new mapping program that has begun was discussed as well as the progress of the field review of the improved properties, which is going well.  The office will be closed for the week of August 6th – 10th so that the staff can attend the UMASS Assessing School.

Meeting was adjourned at 5:30 PM.
